  • 152Mscf/d of gas, 12kbbl/d of condensate; production from 1 subsea well, 34km multiphase flowline, dedicated new platform installed at Oil Rocks field (operated by SOCAR); WHSIP = 555bar, WHFP = 380bar.
  • DRILLEX : 368 M US$ Facilities CAPEX : 741 M US$ Commissioning : 18 M US$ Pre-OPEX : 20 M US$
  • OPEX about 45M$ per year - JOCAP operational team ~ 25 persons (from Project to Operational phase)

Activities:

The job holder is accountable for demonstrating an exemplary behaviour with regard to SSE rules & requirements, with regards to the Company Ethics and “Code of Conduct” policy and for implementing these rules and requirements within his area.

The job holder main responsibilities are, with a team of electrical foreman and technicians, to prepare and execute the Commissioning of the EPS facilities for all Electrical items.

HSE Responbilities:

  • Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
  • Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task
  • Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
  • Report any anomaly, abnormal conditions and near miss to supervisor
  • Participate actively in or lead when required HSE meetings, safety talks, tool boxes, training sessions and drills

Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.

Accontabilities:

(A: MINOR or OCCASIONAL – B: IMPORTANT or FREQUENT – C: ESSENTIAL or REGULAR)

1. Adopt and demonstrate an exemplary HSE behavior, to implement HSE rules and requirements.  C
2. Act as the Electrical Authority of the Absheron EPS Platform and in particular:  C

  • Control and validate the regulatory dossier for first energization of the platform,
  • Control and validate all the Livening Up Notices issued during Commissioning,
  • Act as the competent authority to ensure the correct implementation of the electrical LOTO procedure, supervise the electrical isolations/de-isolations,
  • Act as the competent authority to authorize the performance of the works on electrical equipment or in the vicinity of electrical equipment.

3. Ensure that the engineering of the Commissioning activities in his/her area of responsibility is completed on time. In particular:  C

  • Support the Completion Coordinator for finalizing the preparation of the ICAPS® Commissioning database for Electrical items,
  • Finalize the Commissioning procedures, in accordance with the Commissioning methodology, in his/her area of responsibility,
  • Review and approve the vendors SAT and Commissioning procedures for Electrical equipment and packages.

4. Follow-up the completion of the Pre-commissioning activities:  C

  • Witness as required the FAT, IFAT and Pre-commissioning execution activities at vendor’s workshop, at contractor’s yard and on site,
  • Review the vendors and/or contractors FAT, IFAT and Pre-commissioning reports,
  • Participate in the review of the Pre-commissioning dossiers.

5. Ensure the preparation of the daily Electrical Commissioning activities:  C

  • Support the Commissioning Lead and Completion Coordinator in planning the Electrical Commissioning activities. Plan the work of his/her team for the next days
  • Ensure that all drawings, materials, tools and spare parts necessary for the performance of the Electrical Commissioning activities remain available for the work, ready on time, properly calibrated and in working order

6. Supervise the execution of the Commissioning activities in his/her area of responsibility:  C

  • Ensure that JSA (Job Safety Analysis) and Pre-job meetings are performed prior to job execution on the field. Conduct them as necessary,
  • Ensure that the Permit To Work procedure is correctly implemented,
  • Supervise the execution of the Functional testing and Operational Test procedures in his/her area of responsibility as per Project Specifications. Ensure the compliance of the Electrical equipment of the plant with technical specifications and drawings,
  • Support as necessary the other disciplines (instrument/ICSS, mechanical, Telecom, HVAC, etc.) in the performance of their Commissioning activities,
  • Supervise the execution of the SAT procedures by the vendors for Electrical and the packages,
  • Supervise the troubleshooting, inspection and maintenance of all electrical items,
  • Ensure the most efficient utilization of his/her personnel resources and ensure that all his/her Commissioning activities are completed in accordance with the planning.

7. Ensure that all Electrical Commissioning activities are recorded and monitored as per the requirements of ICAPS® and Project Specifications. Participate to the progress reporting  C
8. Review, validate and record the Commissioning punches in his/her area of responsibility  C
9. Follow-up the Pre-commissioning and Commissioning punch list and Areas of Concern. Plan and supervise the closure of the punches in his/her area of responsibility  C
10. Support the Completion Coordinator in building the Commissioning Dossiers up to the issuance of the Commissioning certificates  C
11. Ensure that all Masters of engineering documentation remain available and up-to-date until “As-built” status  C
12. Supervise the preservation of all Electrical equipment  C
13. Support Production Team during Start-up phases  C
14. Transfer knowledge to Production team  C

Required competencies:

  • Level / Diploma: University degree in Electrical Engineering
  • Professional Experience : 10 years in Oil & Gas upstream facilities with relevant experiences in a commissioning role.
  • In-depth knowledge of : Commissioning & Start-up of Electrical Systems, modular substation, MV/LV switchgear, UPS.
  • Other required Competencies: Interface with contractors/subcontractors, leadership.
  • Electrical Safety group 4 certification according to Azerbaijan legislation,
  • CompEx certificate (units EX01, EX02, EX03, EX04) or equivalent,
  • Fluent in English language,
  • Valid BOSIET and medical certificate for offshore work.
