Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party (COP) position on an anticipated USAID funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

The objectives of this Activity are:

1. Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;
2. Improve the business environment for micro, small and medium businesses; and
3. Support Azerbaijan’s economic reforms.

Position Description:

The DCOP serves as the principal point of contact in Azerbaijan for procedural and substantive matters in the absence of the Chief of Party (COP). The DCOP must be able to demonstrate that s/he has the requisite experience to effectively backstop and reinforce the other long and short‐term specialists; ensure that synergies among Activity elements and grantees are capitalized upon; ensure that the Activity focus remains on achieving results; and manage an effective monitoring and reporting system. Specifically, they will be responsible for leading activities under Objective 1. Activities under this objective will provide technical assistance that supports the increased diversification of the non-oil sector in Azerbaijan with a focus on the agricultural sector. This includes assistance to small and medium-sized farmers to compete in local or export markets, and support to processors, traders, and cold storage operators to adhere to international standards. This is anticipated to be a full-time position based in Baku, Azerbaijan for five years.

Qualifications:

* Experience leading international donor-supported programs of similar size and complexity;
* Possess 5 years’ experience leading development projects in a development context similar to Azerbaijan’s;
* Must be a subject matter expert in agricultural/agribusiness development;
* Practical experience in horticulture, agriculture value chain development, international agricultural trade linkages development, international marketing, and managing relevant projects;
* Must possess an advanced degree in business, marketing, trade development, or a related field;
* Working level knowledge of Russian (preferred);
* Working level knowledge of Azerbaijani (preferred);
* Prior experience living and working in Azerbaijan or any other countries in the Caucasus (preferred).
