Head of preventive maintenance department within maintenance department

Location: Qazax Sement Zavodu LLC, Qazax

Reporting line: Maintenance Manager

OVERALL MISSION

 Promote the preventive maintenance management system, ensuring application
of maintenance procedures, methods and best practices
 Ensure equipment inspection and notification systems to prevent unplanned
equipment breakdowns
 Ensure planning and scheduling of maintenance operations looking for the
optimum use of resources, equipment availability and maintenance cost.
 Through the Reliability Committee, drive cross functional analysis of incidents
and maintenance performance, implementing the action plans to improve both
reliability and maintenance practices.
 Assist the maintenance manager to prepare the maintenance budget and perform
monthly gap analysis (actual vs. budget).

MAIN ACTIVITIES / RESPONSIBILITIES

 Manage the implementation of a CMMS system potentially together with a
supplier’s project manager or a professional change manager
 Ensure good working conditions and safety for maintenance operations.
 With the assistance of the head of mechanical / electrical departments, schedule
and prepare daily / weekly mechanical and electrical maintenance programs
 With the assistance of the Maintenance Manager schedule and prepare major
shutdowns ensuring co-ordination with other departments
 Look for the best optimization of maintenance operations according to the
availability of equipment and workforce
 Develop, implement, maintain and update the preventive maintenance program
and its master plan (specially inspection and lubrication programs), ensuring
quality and relevance as well as its implementation
 Ensure the utilization of feedback from inspection as the driver for maintenance
operations – notifications transferred into work orders
 Collect and handle all the work requests and check for accuracy of technical
information. Manage maintenance backlog.
 Ensure quality of technical specifications for spares and sub-contracted work.
 Keep library updated and ensure equipment documentation is permanently
updated “as built”.
 Assist the Maintenance Manager with the preparation of the budget (on-going
and major operations) ensuring technical justification for maintenance major
operations.
 Perform monthly gap analysis of maintenance budget and performance indicators
 Analyze and propose solutions on recurring problems of equipment reliability or
problems concerning safety and work conditions within the framework of the
Reliability Committee.
 Ensure that the maintenance practices comply with Quality Insurance Standards.
 Contribute to the development of working methods and definition of procedures
and ensure their implementation.
 Develop and ensure the utilization of the Computerized Maintenance
Management System (CMMS)
 Participate in the 3-year investment plan
 Manage his team, define the missions and objectives, carry out their performance
reviews, promote the quality of the work, motivate his personnel, facilitate
communication and relationships (regular department meetings, reports to the
hierarchy).
 Ensure the permanent update of the personal skills, develop and implement a
training plan for his team.

   o Improve reliability, especially raw mills, clinker line cement mills packing
and palletizing lines, as well as equipment failure rate
   o Increase of Mean Time Between Failures (MTBF)
 Maintenance Practices
   o Compliance to the maintenance Pyramid
   o Department (Maintenance Practices sub-KPI’s)
   o Percentage of Best Practices implemented
 Frequency and severity rate of accidents of maintenance personnel and
contractors

PROFILE OF NECESSARY COMPETENCIES / SKILLS

Educational Background & Experience

 Preferably head of method department, preventive maintenance or maintenance
control center in an international cement operation
 Mechanical/Electrical Engineer, with at least 5 year of experience in a
maintenance department of a cement plant, heavy industry maintenance such as
steel, chemical or mineral processing including operational experience with a
major CMMS (SAP, Maximo, eMaint or similar)
 3/4 years’ experience in maintenance is required to be fully operational.

Languages

 English: fluent
 Russian: fluent
 Azerbaijan: intermediate

Technical skills

 Technical knowledge of mechanical and electrical maintenance operations
 Knowledge of hydraulic, pneumatic and motor circuits
 Knowledge of gearboxes, transmissions, welding techniques, lubrication, non
 destructive tests and general mechanics.
 Local Safety rules and regulations
 Knowledge of quality management methods (ISO 9002)
 Knowledge of cement process.
 Knowledge of project management techniques.
 Computer literacy i.e.MS Project Professional and major CMMS
