Centralized Procurement/Infrastructure Sourcing Specialist
Requirements:
• Masters or Bachelor’s degree in IT/Telecom, Computer Sciences or equivalent
• Industry & Market Awareness including New Technologies (Core Network, Access Network, Transport Network, VAS Network, IT Network, I&C Services, Support Services)
• 3-5 years of experience in IT/Telecom industry, preferably in Technical or Procurement departments (mainly sourcing)
• Vendor Relationship Management
• Excellent skills in running a Tender, including RFP preparation, Vendor Selection/Evaluation, Scope/Time/Budget control
• Excellent skills in multi-tasking, time management
• Related certification (CIPS, PMP, Prince2) – preferable
• Spend & Demand Analysis (Budgeting) - preferable
• Upper-intermediate level in English (Reading/Writing). Fluent in Azerbaijani, and Russian.
Responsibilities:
• Issue tenders (RFx’s) and tender reports
• Support agreed vendor selection & evaluation criteria
• Support budget & demand plans and support alignment among business units at the company level
• Support Commercial negotiation strategies
• Support Contract negotiations
• Communicate with vendors
• Analyze, validate and report achieved Procurement performance results (e.g. savings) against targets
