In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support services company in Azerbaijan. The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region. The key objective of this strong partnership is to create a world class Azerbaijan-based EPCm services company that will utilize the strength of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long term commitment from both organisations.
HAOR Project
SOCAR HAOR Reconstruction and Modernization: SOCAR’s Heydar Aliyev Oil Refinery (HAOR) will undergo a modernization and revamping with the final aim to increase the refinery capacity for fuels production, achieve improvement of the fuel quality to comply with future regulatory requirements and meeting the increasing domestic demand. SOCAR-KBR will provide PMC (project management contract) services to SOCAR as part of the IPMT (integrated project management team) environment. The main project execution location will be in Baku with international contractors carrying out specific scopes of works on the project around the world. SOCAR-FOSTERWHEELER-AMEC/AMEC-FOSTERWHEELER Consortium is responsible for FEED (front end engineering design) scope of the project. The project has been formally awarded to SOCAR-KBR on 7th of March 2016.
Primary Roles and Responsibilities:
Provide Cost Control support and information to the SOCAR HAOR Modernisation Project
Provide support to the Project Controls Manager by managing the key functional roles of Cost Control.
Managing Budget, Cost Forecast, Cash-flow Forecasting, VOWD, Management of Change functions and invoicing validation
Responsibilities shall include, but not be limited to:
• The Cost Control management of the SOCAR HAOR Modernisation Project
• To develop and support the junior members of the SOCAR/KBR IPMT Cost Control team and exposing them to industry standards and best practice.
• To be integral in all activities with respect to Cost Management for the Project.
• Take responsibility for the quality, timeliness and consistency of the Cost Control team outputs, including cost forecasting and flow management.
• To foster good relationships between all disciplines within the Project with the purpose of achieving the aims and objectives of the Project in general.
• Continual development of Cost Controls procedures, maintain compliance with all applicable policies, procedures and standards.
• Budget Preparation
• Management of the overall project budget based on the approved estimate
• Develop, operate and manage the Change Management process. Communicating the process to the Project Team, Contractors and Subcontractors
• Management of float and contingencies to project schedule and budget
• Monitoring the cost performance of all project Contractors and Subcontractors to ensure that the project is achieved on budget
• Monitoring the manhour booking of the Project Team, Contractors and Subcontractors
• Managing the validating of Contractors and Subcontractors invoicing
• Managing the PAF (Personnel Authorization Form) and TAF (Travel Authorization Form) of the Project Team, Contractors and Subcontractors
• Facilitate the Project cost risk analysis
Qualifications:
• A degree or professional qualification in finance or cost management or equivalent
Experience Required:
• Minimum of 20 years working on oil and gas projects
• Minimum of 10 years in a Principal Cost Specialist role working on world class, large scale complex oil and gas projects.
• Management of the Project Cost Control’s Team
