About SOCAR KBR LLC

In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support services company in Azerbaijan.  The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region.  The key objective of this strong partnership is to create a world class Azerbaijan-based EPCm services company that will utilize the strength of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long term commitment from both organisations.

HAOR Project

SOCAR HAOR Reconstruction and Modernization: SOCAR’s Heydar Aliyev Oil Refinery (HAOR) will undergo a modernization and revamping with the final aim to increase the refinery capacity for fuels production, achieve improvement of the fuel quality to comply with future regulatory requirements and meeting the increasing domestic demand. SOCAR-KBR will provide PMC (project management contract) services to SOCAR as part of the IPMT (integrated project management team) environment. The main project execution location will be in Baku with international contractors carrying out specific scopes of works on the project around the world. SOCAR-FOSTERWHEELER-AMEC/AMEC-FOSTERWHEELER Consortium is responsible for FEED (front end engineering design) scope of the project. The project has been formally awarded to SOCAR-KBR on 7th of March 2016.

Primary Roles and Responsibilities:

Provides overall guidance from commissioning perspective to the SOCAR HAOR Modernisation Project to ensure that commissioning and operational aspects of the project are identified and implemented into the overall project execution strategy followed by close supervision to ensure that project objectives are met on time.

Provides leadership to the SOCAR HAOR Supervisory Commissioning Team, which consists of the following managers/engineers and their respective teams:

• Deputy Engineering Manager – Commissioning Support
• Commissioning Engineer
• Commissioning Engineer E&I
• Commissioning Engineer Mechanical
• Commissioning Engineer Process

Responsibilities shall include, but not be limited to:

• The commissioning overall management of the SOCAR HAOR IPMT - Commissioning Supervisory Team
• To bring commissioning management and execution experience to the SOCAR HAOR Modernisation and Reconstruction Project
• Development of the overall commissioning and start-up strategy in conjunction with HAOR operational leads to ensure the path of construction supports SOCAR’s objectives
• Ensure that Project contractors fully understood their responsibilities and deliver a quality, fit for purpose design from commissioning and operations perspective.
• Preparation of the PMC commissioning execution plan and procedures for management review and approval
• Working together with Construction and Project Controls to develop the Project Integrated Construction/Commissioning schedule.
• Participate in the design review process to ensure that safety, operability, maintainability, reliability, commissioning and start-up aspects and considerations are addressed.
• Supervise the issuing of the pre-commissioning, commissioning and start-up procedures and ensure that Owner’s standards, rules and regulations and oil & gas industrial applicable standards and best practice is implemented for a safe execution of the work.
• A dedicated HSE Commissioning program (will be developed and implemented to ensure that specific risk of the pre-commissioning, commissioning and start-up activities are followed for safe execution of the work and KBR’s Zero Harm safety management process is implemented.
• Ensure coordination of all commissioning activities across all EPC contracts, commissioning interfaces are managed and mechanical completion and commissioning activities are performed and accepted following a consistent and documented set of acceptance criteria issued and approved as per project standards and industrial best practice.
• Assist the Owner in all aspects of commissioning, start-up, performance testing and plant handover.
• Monitoring the progress of the project to ensure that it is on schedule and provide specific input/take corrective actions when/where necessary.

Qualifications:

• A degree in engineering or equivalent

Experience Required:

• Minimum of 20 years working on oil and gas projects
• Relevant experience in managing commissioning and start-up aspects of a refinery from both PMC and EPC execution and management perspectives
