In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support services company in Azerbaijan.  The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region.  The key objective of this strong partnership is to create a world class Azerbaijan-based EPCm services company that will utilize the strength of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long term commitment from both organisations.

HAOR Project

SOCAR HAOR Reconstruction and Modernization: SOCAR’s Heydar Aliyev Oil Refinery (HAOR) will undergo a modernization and revamping with the final aim to increase the refinery capacity for fuels production, achieve improvement of the fuel quality to comply with future regulatory requirements and meeting the increasing domestic demand. SOCAR-KBR will provide PMC (project management contract) services to SOCAR as part of the IPMT (integrated project management team) environment. The main project execution location will be in Baku with international contractors carrying out specific scopes of works on the project around the world. SOCAR-FOSTERWHEELER-AMEC/AMEC-FOSTERWHEELER Consortium is responsible for FEED (front end engineering design) scope of the project. The project has been formally awarded to SOCAR-KBR on 7th of March 2016.

Primary Roles and Responsibilities:

Provide overall Project Controls guidance to the SOCAR HAOR Modernisation Project to ensure that the project is completed on time and under budget.

Provide leadership to Project Controls which consists of the following teams:

• Planning and Scheduling
• Cost Controls
• Management of Change
• Risk Management and analysis
• Reporting
• Estimating Management

Responsibilities shall include, but not be limited to:

• The overall Project Controls management of the SOCAR HAOR Modernisation Project
• To bring Project Controls experience to the SOCAR HAOR IPMT
• Lead all Project controls activities with respect to Planning, Cost Management, Risk Management and Estimating for the project including functional objective initiatives
• Lead Project Controls Team meetings and identify and assign staff to Project Controls positions consistent with individual’s abilities and career development
• Ensure the quality, timeless and consistency of Project Controls work produced by the team
• Develop WBS and CBS to effectively manage the project for schedule and cost
• Develop Project Controls procedures, maintain compliance with all applicable policies, procedures and standards
• Preparation of the overall project schedule in accordance to the execution strategies and Project Milestones for management review and approval
• Preparation of the overall project budget based on the approved estimate
• Manage the Change Management process
• Monitoring the progress of the project to ensure that it is on schedule and to take corrective actions where necessary
• Monitoring the cost performance of the project to ensure that the project is achieved on budget
• Management in the project risk assessment
• Establish project reporting requirement, cut off and issue dates from all contractors and internal reports
• Review and analysis progress and cost reports from contractors and report to IPMT in a timely manner for any slippages, change orders, overruns and critical activities to project schedule
• Management of float and contingencies to project schedule and budget
• Ensuring that the FEED contractor is effectively managed so that he provides a quality FEED package, delivered on time and within budget.
• Ensuring that the EPC/EPsCm contractors are effectively managed so that they delivered on time and within budget
• Act as Project Controls discipline auditor or participate in review of discipline audit to FEED and EPC/EPsCm contractors
• Analyze situations, timely identify problems and evaluate realistic options and recommendation appropriate course of actions.
To provide training to the SOCAR HAOR and SOCAR OPGPC team members in project execution.

Qualifications:

• A degree in engineering or equivalent
• A higher degree in project management is desirable

Experience Required:

• Minimum of 20 years working on oil and gas projects
• Minimum of 10 years’ experience in Project Controls management on large scale complex oil and gas projects from FEED to Project Closeout
