GIZ-in Bakıdakı ofisi “Yerli idarəetmədə təmsil olunan qadın siyasətçilər və cəmiyyətin fəal qadın üzvləri üçün Liderlik bacarıqları üzrə Təlimçi” mövzusunda tender elan edir.
Əlavə 1-də göstərilən vəzifə təlimatları ilə maraqlandığınız halda 24 fevral 2016-cı il tarixinə dək ingilis və ya azərbaycan dilində təkliflərinizi təqdim etməyinizi xahiş edirik.
Təkliflərinizi təqdim edən zaman iki zərf prosedurundan istifadə edin, yəni təkliflər iki ayrı-ayrı möhürlənmiş (şirkətlər) və ya imzalanmış (fərdi şəxslər) zərflərdə poçt vasitəsi ilə GIZ ofisi, Nizami 22, 5-ci mərtəbə, AZ 1001 Bakı, Azərbaycan ünvanına göndərilməlidir.
Birinci zərfə texniki təklif, yəni CV, ekspert/şirkətlərin əvvəlki oşxar layihələrdə iştirakını təsdiq edən detallı məlumatlar və referensləri və elan olunmuş tender üzrə iş planı əlavə olunmalıdır.
İkinci zərfdə AZN ilə maliyyə təklifi təqdim olunmalıdır. Maliyyə təklifinizdə GİZ-in ƏDV-dən azad olduğunu nəzərə alın.
Hər bir zərf “Maliyyə təklifi” və ya “Texniki təklif” kimi işarələndirilməlidir.
Təklifinizdə əks olunacaq təkliflər üzrə ətraflı məlumatı Əlavə 1 - Vəzifə Təlimatları sənədindən əldə edə bilərsiniz.
Texniki təklifdə maliyyə məsələlərini əks etdirən məlumat olmamalıdır.
Texniki məsələlər üzrə sualınız olduğu təqdirdə 19 fevral 2016-cı il tarixinədək elektron poçt vasitəsilə Səbinə Hacıyevaya ([email protected]) müraciət edə bilərsiniz. 19 fevral 2016-cı il tarixindən sonra verilən suallar cavablandırılmayacaqdır.
Qiymətləndirmənin meyarları 70% texniki və 30% maliyyə kimidir. Texniki qiymətləndirmə Əlavə 2-Texniki təklifin qiymətləndirmə cədvəli əsasında aparılacaqdır.
Qiymətləndirmə zamanı namizədlərin renkinqinə (qiymətləndirməyə əsaslanan sıralama) görə siyahı tutulacaqdır. Adətən siyahıda birinci yerdə olan namizədlə müqavilə danışıqları aparılır. Bu danışıqlar müvəffəqiyyətli olmadığı halda siyahıda olan ikinci namizəd danışıqlara dəvət olunur.
İşin icrası 1 mart 2016-cı ildən 30 iyun 2016-cı il qədər planlaşdırılır, müqavilənin uzadılması 30 noyabr 2016-ci il tarixinə dək mümkündür.

Subject of tender: Quality training sessions for local women politicians and active community women members
Dear Ladies and Gentlemen,
GIZ-Baku Office would like to announce a tender on quality training sessions for local women politicians and active community women members.
Should you be interested in implementing the tasks according to the TOR - task description (Annex 1), we request you to submit us your bids in English or in Azeri language latest by 24th of February 2016.
Bids are be submitted using the two-envelope procedure; i.e. bids must be submitted in two separate stamped (companies) or signed (individuals) envelopes in letter form to the following address: 22, Nizami str. 5th floor, AZ1001 Baku.
The first envelope should include the technical bid, which has to include detailed information and references on your experiences in the past, a brief description how you would approach the tasks as described in the TOR (Annex 1), the latest CVs, contact details of reference persons/companies for previous similar projects and an implementation plan of the work.
The second envelope should include the financial bid in AZN. Please, consider that GIZ is VAT free.
Each envelope should be clearly marked (“financial offer”, “technical offer”).
Detailed instructions what information your bid should contain and how it should be presented are given in the attached TOR (Annex 1).
Please note that there should not be any financial information mentioned in the technical bid.

The bids not complying with these rules will not be considered by us. Unfortunately, any questions submitted after 19.02.2016 will not be answered.
The bids received will be evaluated by the GIZ office Baku (see the Annex 2: Evaluation scheme of technical assessment of bids).
Only financial bids of companies fulfilling the technical requirements will be opened and evaluated. The evaluation rate is 70% for technical and 30% for the financial bid.
Based on the evaluation results, a short list of candidates will be prepared. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations.
Work is scheduled from the 01st of March until 30th of June 2016, prolongation until 30th of November 2016 is possible.
