"Compulsory Insurance Bureau" Union of Legal Entities

Compulsory Insurance Bureau (CIB) was established according to the law of the Republic of Azerbaijan "On Compulsory Insurances".  CIB deals with maintaining the interests of suffering insured persons and third parties, provision of stability and development of compulsory insurance system with regard to the compulsory insurance types stipulated in the law "On Compulsory Insurances". 
CIB shall also operate as a Green Card Bureau of Azerbaijan from January 01, 2016 and carry out the main functions in connection with the participation in the International Motor Insurance Card System  known as Green Card System and its membership with the Managing Organisation (Council of Bureaux) which is responsible for administration and operation of the Green Card System. 

Position: Head of Green Card and International Relations Department

Will report to the Executive Director
   
Job context:

The main areas of work of the Department include:

•      Taking necessary actions in order to fulfil requirements arising out of the Law of Azerbaijan Republic “On compulsory insurances”, Internal Regulations, other rules and regulations accepted by Council of Bureaus due to participation of Azerbaijan in Green Card System and undertaking all duties and responsibilities in connection with the Bureau’s participation in this System;
•      Investigation and analyzing of foreign countries’ compulsory insurance legislation and international experience in compulsory insurance;
•      Conducting research in order to answer questions put forward by Executive Director of Bureau and International Organization;
•      Carrying out international cooperation in the field of compulsory insurance;
•      Preparation of drafts on the relevant international agreements;
•      Carrying out of preparation and conduction of negatiations with foreign entities and specialized international organizations;
•      Within his/her competence, provision of carrying out affairs in conjunction with international organizations due to participation in Green Card System;
•      Representing Bureau in the foreign institutions and international organizations; 
•      Preparation of necessary rules and regulations with regard to participation in the Green Card System;
•      Preparation of drafts of normative documents with regard to participation in the Green Card System;
•      Preparation of  drafts on proposals for the development of legal framefork under Green Card System, normative acts and methodical recomendations regulating relations in field of compulsory insurance;
• ensure mutual activities of the participating insurance companies in connection with the participation in the Green Card System;
• to be responsible for the management of an effective communication with international organisations regarding Bureau’s activity etc.

Required skills:

• Higher education and minimum 5 years of experience in the relevant field or position;
• Fluent level of Azerbaijani, Russian and English languages (written and oral), excellent knowledge of other languages is an advantage.
• Should be extremely knowledgeable in finance and/or law and international relations
• Excellent knowledge of the following legislative documents:

- The Constitution of the Republic of Azerbaijan
- Law of Azerbaijan Republic of Azerbaijan “On insurance activity”
- Law of Azerbaijan Republic of Azerbaijan “On compulsory insurances” etc.

• High competence on MS Office programmes;
•  Excellent written and oral communication skills
• Good presentation skills
• Ability to study new legislative acts
• Must have a keen understanding of the principles of the Green Card System if hired
•  Excellent organizational and leadership skills
•  Ability to work to tight deadlines/under pressure
•  Ability to work in a team
• Ability to take  professional decissions
• Should  be responsible, desciplined, reliable and honest
• Should be able to travel abroad.
