Background
Under the direct supervision of Senior Project Officer, Head of the Politico-Military Unit, and in co-operation with the National Project Officer, the incumbent performs the full range of project management and administrative support functions for the Unit.
Tasks and Responsibilities
• Provides general support to project implementation based on strategy defined by the Senior Project Officer, Head of the Politico-Military Unit. Co-ordinates with partners and stakeholders. Prepares project reports and project documentation, collects relevant data and information, and drafts routine correspondence. Provides guidance to implementing partners in preparing relevant project reports to ensure timely submission for successful implementation of projects. Facilitates logistical and organisational support to counterparts and mission members. Coordinates all administrative, financial and budgetary details with the Fund Administration Unit. Provides inputs on projects and activities for the Unit’s activities reports.
• Contributes to project evaluation by organizing data information, prepares and maintains records, documents and control plans for the monitoring of the project implementation. Performs full reporting on tasks assigned and provides input for the Unit’s regular reports. Regularly reports and provides full financial and narrative reporting on projects about on-going processes and proactively points out possible obstacles.
• Contributes to the knowledge of the Politico-Military Unit by daily following events, political and societal trends in the politico-military dimension. Prepares background information for use in discussions with Donors/Governments and other organizations. Participates in the briefing and debriefing of project related matters.
• Participates in meetings, seminars and conferences as directed by the Senior Project Officer of the Politico-Military Unit. Acts as an interpreter/translator on matters relating to project activities from English, Russian and into Azerbaijani language when required.
• Maintains regular contacts and as a liaison point on project activities ensures timely communication with experts, organizations or institutions relevant to the successful operation of the project.
• Performs other duties as requested by the supervisor.
Necessary Qualifications
• Education:
1. Completed secondary education supplemented by course work or formal training in police matters, military or security studies, international development, or project management.
• Experience:
1. A minimum of six years of experience in similar duties in governmental, non-governmental, or international organizations.
2. First-hand knowledge of political and security issues in Azerbaijan and ability to comprehend the situation in the area and region and practical experience in project planning, implementation, monitoring and evaluation procedures.
3. Computer literate with practical experience in Windows and Microsoft applications.
Language(s) proficiency required:
1. Excellent written and oral communication skills in English and in the local language. Knowledge of Russian and other OSCE languages is an asset.
Other:
1. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
2. Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package
Currently, the gross salary per month for G6, Step 1 is 1, 506. 66 EUR. Appointments are made at step 1 of the applicable OSCE salary scale. Social benefits will include possibility of participation in the Van Breda medical insurance scheme and the OSCE Provident Fund.
