About the Position

  • The Procurement Deputy Head will assist the Head of Procurement in overseeing all procurement activities, ensuring efficiency, compliance, and value-driven purchasing decisions. The ideal candidate will bring strong leadership abilities, advanced procurement knowledge, and the ability to thrive in a dynamic environment.

Key Duties & Responsibilities

Procurement Strategy & Operations

  • Support the Head of Procurement in developing and implementing procurement strategies and policies.
  • Ensure procurement activities are carried out in accordance with organizational standards and market best practices.
  • Oversee and monitor the full procurement cycle, ensuring timely, accurate, and compliant processes.

Supplier & Market Management

  • Maintain and enhance relationships with vendors and suppliers.
  • Conduct supplier evaluations and update the approved vendor list regularly.
  • Ensure products and services meet quality, cost, and delivery standards.
  • Develop local and international supplier databases and monitor market trends.

Process Management & Reporting

  • Supervise tracking of orders, requests, and procurement records.
  • Monitor open/unconfirmed Purchase Orders and ensure timely follow-up.
  • Review and approve procurement documentation prepared by the team.
  • Contribute to budgeting and cost-estimation processes.

Contracting & Negotiation

  • Lead and support negotiations on pricing, delivery, and contractual terms.
  • Assist in drafting and reviewing procurement contracts and agreements.

Team Collaboration

  • Work closely with internal departments to ensure procurement needs are fully addressed.
  • Mentor and guide procurement staff as delegated by the Head of Procurement.
  • Ensure smooth departmental operations during the absence of the Head of Procurement.

Qualifications & Requirements

  • Bachelor’s degree in Business Administration or a related field (Master’s degree is an advantage).
  • Minimum 3–5 years of relevant procurement experience; experience in a supervisory or senior role preferred.
  • Fluency in Azerbaijani, English, Russian preference.
  • Strong understanding of procurement principles, supplier markets, and logistics processes.
  • Excellent negotiation, analytical, and communication skills.
  • High-level organizational and multitasking abilities.
  • Proficiency in Microsoft Office and general computer applications.
  • Ability to exercise sound judgment and maintain professionalism in a fast-paced environment.
  • Strong sense of responsibility, punctuality, and attention to detail.
