Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

IOM Mission in Azerbaijan invites experts to submit their CVs for a consultancy service for NGO capacity building trainings. The consultants will provide technical expertise for the activity in the areas mentioned below.

Applications from qualified female candidates are especially encouraged.

1. IOM Project to which the Consultancy is contributing:Strengthening the Capacity of Local Civil Society Organizations (CSOs) and Community Based Organizations (CBOs) to become engaged in IDPs Reintegration.

2. Background and description of the project

The above mentioned project is designed to contribute to enhancing the enabling environment to safeguard socio-economic rights and effective integration of people with IDPs background into the society through organizational as well as individual empowerment activities. The target regions of this project are Aghdam, Aghjabedi, Barda, and Beylegan, where many IDPs are residing in the rural setting and territories along the LoC (Line of Contact) areas of Azerbaijan. This project promotes the enhanced interaction and understanding among the IDPs and non-IDPs as well as different groups of the population in the target regions for durable peace building and community integration.

3. Description of the Consultancy

One of activities under this project is to empower local NGOs in the target regionsin assisting the target population and improving the assistance mechanism through organizational as well as individual capacity building trainings for the NGOs. The trainings offered to the NGOs will better enable them to effectively provide relevant services for the target population through improved staff skills, organizational settings and coordination mechanism.

It is planned to organize the trainings under 3 main areas as described below:

1. NGO organizational development and management;
2. Community mobilization and inclusive community development strategies;
3. Awareness raising and advocacy on gender equality andpeace building.

The consultancy includes developing the training agenda and training materials; delivering trainings in combination of theoretical sessions and practical exercises; facilitating interactive discussions with training participants; carrying out pre-/post-training evaluations; writing reports about the trainings delivered with detailed information on the subjects trained and participants’ performance, challenges identified and suggestions for future actions; and any other required tasks for more effective training organization and delivery.

The training should be started in December 2013 and completed no later than January 2014.

Interested candidates can demonstrate their competencies and capacities in one or more areas described above by submitting their CVs with detailed information on their relevant education, experience and other qualifications.

4. Desirable Competencies

• Institutional leadership capacity, high sense of objectivity, professional integrity;
• Organizational skills, including establishing plans and priorities and implementing them effectively, as well as devising implementation plans;
• Ability to interact with a wide range of partners in the local communities;
• Ability to communicate effectively and persuasively, both orally and in writing;
• Takes responsibility and manages constructive criticism;
• Displays mastery of subject matter;
• Effectively applies technical knowledge of any of the above mentioned  training thematic areas;
• Excellent computer skills;
• Excellent presentation and report writing skills.

5. Desirable Qualifications and Experience

• Advanced university degree and/or equivalent experience in relevant fields;
• At least 5 years of relevant professional experience;
• Relevant fields will include any of the following: NGO capacity development; rural community development; peace building ; gender studies; law; human rights; migration and development; international development studies; political science; governance; quantitative and qualitative research;cross-cultural training; adult education;

6. Language

Excellent knowledge of Azerbaijani and English (both oral and writing skills)
