Team leader 

The representative of HEKS-EPER organization to the Azerbaijan Republic will start on behalf of Delegation of the European Union to the Republic of Azerbaijan project: Development of Agriculture and Rural economics in Sheki-Zakatala and Ganja-Gazakh economical regions. Project will be implemented in cooperation with local partner GABA.
In the frame of the project the HEKS-EPER Azerbaijan is pleased to announce opening for position of Team Leader.

Duties and Responsibilities

HEKS-EPER Azerbaijan contracts a National Project Manager who manages, supervises and monitors all project components and is ensuring proper and efficient operations, which are in line with the legislation of the government of Azerbaijan, policy of HEKS- EPER Azerbaijan and the Delegation of the EU.

Operational support

Support

• Assist and advise the project partner and it coordinators/specialists in their work with farmers and target enterprises and in facilitating project interventions.

Planning

• Contribute to strategic planning;

• Responsible for yearly planning based on the project document and other supporting papers, calculation and submission of the annual budget;

Finances

•  Financial management and control (budgeting, transfers, reporting): Carefully manage and track all project expenses ensuring the expenses match specific budget line items, and ensure that planned project activities match spending plans.

• Carry out financial operations and transfers with the assistance of the project finance and administrative officer.

HRM

• Supervise, support and backstop project staff;

Networking and representation

• Represent the project during donor and other guest visits;

• Establish and maintain exchange with other projects in the region.

 Monitoring

• Arrange appropriate monitoring concept
• Supervise monitoring of operational activities;

Reporting

• Maintain all project records and ensure that all required project data for reporting are collected;

• Writing of all project reports as required by HEKS-EPER and EU.

Qualifications

• Higher education, preferably in an agriculture related discipline and/ or development studies
• Work experience with proven results in projects management, preferably in the NGOs (at least 5 years).
• Besides Azeri, a fluent English language skill is required.
• Ability to work independently and in a team, ability to travel
• Excellent analytical, communication and networking skills and team spirit
