COUNTRY FINANCE MANAGER

Oxfam GB is looking to recruit a highly motivated individual for the position of Country Finance Manager based in its Baku office for 1 year. Applicants are required to complete an attached Oxfam job application form (  ). This is mandatory as only job application forms would be accepted.

Key Responsibilities:

• To be responsible for the effective financial management and monitoring of monthly financial spending of country offices.
• To take a leading role in the financial planning and establishing funding needs within the CLT and Project Teams.
• To support programme teams during annual budgeting, donor budgeting, project budgeting, associated phasing and ensure proper utilization of funds.
• To develop behavioral ways of working within the finance team that promotes value addition, and role enrichment of team and a culture of cost effectiveness by all functional managers.
• To ensure timely preparation of high quality financial reports to donors in accordance with guidelines provided by Oxfam and the donor.
• To advise on the application of Oxfam Financial policy and procedures and to ensure that coherent finance systems are established for varying programme modalities.
• To ensure that clear internal audit trails exist and supervise the preparation/maintenance of accounts for external audits.
• To lead, manage and develop Azerbaijan finance team (annual objectives setting and performance management)

Skills and Competences:

• At least 2 years experience in finance, audit and accounting with national or international NGO (E)
• Attention to details, ability to meet deadlines, to think ahead and plan (E).
• Ability to work under pressure, handle competing demands and work with minimal supervision (E)
• High level of initiative and proactiveness (E)
• Responsible, flexible, adaptable, with good communication skills, diplomacy and tact (E)
• Good management skills and proven record of developing finance team members (E)
• Coaching skills (junior and peer staff) (E)
• Influences ways of working and recommends and implements improvements (E)
• Excellent written and spoken English and Azerbaijani (E)
• Advanced computer skills (Excel) and knowledge of accounting packages (E)
