Project: Support to Civil Service Reform in Azerbaijan

Position: Statistical Expert

1. Brief Information about the project

The current deficits of the public administration of Azerbaijan create obstacles for the country’s economic development and hamper the public administration in providing need-oriented and effective services. The Government and the public administration are fragmented, which creates difficulties for administrative procedures and the implementation of unified standards. Moreover, the lack of personal and organizational capacities as well as insufficient coordination mechanisms between state bodies impede the timely use of existing funds for the reform of the public administration, which will work in an accountable, rule-binding, value–oriented and effective manner for the citizens of Azerbaijan and thus contributes to Good Governance.
The reform of civil service plays a central role in aligning the public administration of Azerbaijan to the criteria of Good Governance.
A modern civil service with recruitment procedures, a salary system and management structures that meet international standards is a key element for a modern public administration. In such a case, the administration will be reproductive, follow the rule of law and provides for an effective use of resources. The project contributes to the establishment of a legitimate public administration that allows the citizens to use its effective services provided. Therefore, the project also contributes to the development goal of poverty alleviation.
The overall goal of the project is as follows: “The conditions for transparent and ‘citizen oriented’ performance of civil service in central government bodies of Azerbaijan is improved and thus supporting Good Governance.
The objective of the current first phase is: “Governance of Civil Service conducted by the Civil Service Commission - representing an integer, professional and transparent institution - is improved”
The key methodological elements are technical and organizational advisory services to the individual state bodies in charge of the reform process. The project is expected to contribute to overall public administration reforms in five fields of intervention, namely (1) strengthening the organizational capacity of the Civil Service Commission, (2) development of a training and qualification system for civil servants, (3) improvement of communication mechanisms between the Civil Service Commission and its clients, (4) improvement of the merit-based recruitments system for civil servants, and (5) advisory services on strategies and legal provisions for civil service reform.


2. Goal of the assignment and contribution the objectives of the project

The goal of the assignment is to assist the CSC with the statistical processing and analysis of a quantitative survey containing 30 questions and covering about 150 state bodies that is to be implemented and completed during January/February 2013. The data processing and analysis will occur January-March 2013.

The assignment will contribute to achieving several of the key indicators of the project, in particular by providing a basis for any strategy to reform the civil service and is thus targeted at meeting the project objectives and implementing the measures specified in the project offer and previous work plans.

3. Tasks of the consultant

The consultant will contribute to the above goal of the assignment and project objective by ways of implementing the processing and analysis of the data and in her/ his capacity as an experienced statistician or field researcher with experience in quantitative surveys.

The specific duties of the assignment cover
1. assisting CSC with cleaning the data obtained from returned questionnaires, e.g. by reviewing all questionnaires and identifying those responses which need to be cleaned or reconfirmed with respondents and collecting missing data (nonresponses to specific questions) via CSC as far as feasible within the time frame given
2. reviewing all questionnaires to edit answers and code those that are not in numerical form
3. designing a coding system that assigns a number to every answer in the questionnaire as far as required, and develop a master list of all codes
4. organizing and supervising the entry of the responses, e.g. by a subcontracted clerical assistant, into any suitable software for processing the data; the consultant is free to select her/ his approach to data entry, but needs to guarantee the proper result
5. statistically analyzing the responses obtained, focusing on results that matter (in coordination with CSC and GIZ) and providing comments as warranted so as to allow proper interpretation
6. reporting key survey results both in tabular and (2-dimensional, not 3-dimensional) graphic formats

The results of the assignment are:
1. statistical analysis of survey data
2. statistically qualified report on results that matter

6.  Reporting:

The consultant will submit a report on the mission in Azerbaijani or English language (electronic version, MS-Word, Arial 11). This report will be concise and may draw on tabular or any other formats to enhance the speed of intake by decision makers.

Besides the report, the original data will be provided, if applicable, both in the electronic file format used for processing as well as in a format that can be processes with MS-Excel for further usage by CSC and GIZ.
