Procurement Specialist- Job Description & Key Responsibilities:

  • International and Local Supply Chain Management
  • Preparation RFPs and Obtaining Price Offers from International Vendors during Tender Process 
  • Review and analysis of Tender Drawings, Specifications and Schedules   
  • Receives and reviews all procurement requests for completeness and identification of services/commodities required and established requirements.
  • Ensures the accurate completion of all procurement requests to include the proper documentation of materials and cost expenditures.
  • Preparation Supply contracts/modification/termination with obtaining specific contract documents/certificates
  • Monitors all outstanding purchase orders and requisitions to ensure fulfillment or cancellation without loss of funds.
  • Organizing order logistics and obtaining customs clearance documentations from suppliers.
  • Monitoring collection, shipment and delivery of goods.
  • Maintains required administrative files and records pertaining procurement.
  • Determines priorities, develops work schedules, and assigns work to available subordinates based upon available manpower and resources.
  • Reviews quality problems with engineering personnel and directs action required to correct defects.
  • Investigates potential suppliers to determine if they meet the specified requirements
  • Reviews market/vendor database regularly and provides guidance to subordinates for maintaining and gathering various information from available resources.
  • Carries on a close continuing relationship with vendors, suppliers, and contractors to remain current and keep abreast of market conditions, pricing, and availability as well as resolving procurement problems.
  • Analyzes and resolves any of a wide variety of problems encountered through coordination with suppliers/requesting office/shipping office/receiving office and payment office.
  • Provides guidelines, explains and interprets requirements as well as planning required training to subordinates.
  • May travel occasionally, primarily in the local area. 

Skills:

  • A bachelor's degree or higher.
  • 3-4 years of experience in construction industry
  • Ability to read drawings and layouts is required with basic knowledge of AutoCAD functions as a benefit.
  • Knowledge of tracking, planning and scheduling,
  • Knowledge of construction tools and equipment.
  • Must be proficient with MS Office applications
  • Understanding of contract terminology, competitive bids, purchase orders, and vendor relationship management 
  • Language skills: Azerbaijani (fluent), English (fluent), Turkish (good) and Russian (good).
  • Personal skills: Attentive to details, Negotiation skills, Team worker
  • Excellent communication, organizational and analytical skills.

Sample case study: Developer (Client) is looking for Turn-Key Fit Out Services and is approaching Workplace Interiors with Bid Process to receive Bid proposals for wide spectrum interior design materials and construction services.  Procurement Specialist is to work together with Tender Team and study relevant tender drawings and specifications against received BOQ, to advise Tender Specialists of any missing design details or for clarifications, so to be able to reach out suppliers. Under specific needs and requirements, liaise with Internal Design team and Client’s design team.  If involved, or to work closely with Workplace Interiors Construction Team and Architects to determine design and material requirements and prepare proposals based on collected information and Client’s vision. Upon finalizing pending issues Procurement Specialist is to prepare RFP and obtain proposals from Manufacturers via email and phone negotiations. Upon acceptance of the proposal by Commercial Team, Procurement Specialist is to finalize order details and place orders with various manufacturers that were included in the proposal, agree dispatch dates, facilitate payments with accounting team, organize international logistics via transportation agents, ensure paper work for customs purposed and monitor custom clearance. Local delivery and installation to be done by Workplace Interiors domestics logistics and installation team.
