The Social Fund for Development of IDPS (SFDI) of the Republic of Azerbaijan, an implementing agency for “IDPs Living Standards and Livelihoods Project” financed by the International Bank for Reconstruction and Development and the Government of Azerbaijan, announces the following vacancy:

- Micro-projects Appraisal Specialist

Requirement and Qualifications:
Education
University / master degree in the area of civil engineering or closely related fields;

Experience and Knowledge
At least 5 year of experience in construction, designing and especially in carrying out technical and economical feasibility assessments or expertise of design documentation before investments;
Good knowledge of national building codes and standards, at least for community basic infrastructure;
Well familiarized of costs of materials and labor on the local construction market;
Knowledge of community development approach while preparing and implementing community investment projects;
Work experience within various donor programs is desirable;

Other Skills
Fluency in Azeri and English;
Excellent computer skill (MS Windows, MS Excel, Word);
Well developed communication skills and ability to work with vulnerable community members
Well developed skills of working with technical design documentation, and monitoring and evaluation;
End result oriented and ability to work in pressing conditions when needed;

Consultants will be selected in accordance with the Section V, IC procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006, May 2010 and January 2011).
