Gender and Governance Officer (Barda)


Being ranked 3rd among the best non-governmental organizations worldwide in 2011, Oxfam aims to contribute to a future free of poverty and allocates over 1 billion US dollars a year for this purpose in over 90 countries worldwide. Oxfam started its activity in Azerbaijan during the years of Nagorno-Karabakh war and has allocated over 20 million US dollar ever since for supporting the internally displaced people, refugees, and people suffering from poverty. Currently, Oxfam in Azerbaijan implements a number of projects such as Stimulating Markets for Small (SMART) Farmers in the Central Regions of Azerbaijan', 'Disaster Risk Reduction', 'Community-based Health Model', and 'Strengthening the Capacity of Municipalities to Provide Public Services’. With over 150.000 beneficiaries annually, we closely cooperate with over 50 local and national non government organizations, public institutions, Members of Parliament, the Cabinet, other state agencies and media.

Oxfam GB is looking to recruit a highly motivated individual for the position of Gender and Governance Officer  based in  its Barda office.


Key activities:

• By working with the identified partners, and with the support and supervision of the Program Manager, to facilitate the capacity building of lead farmers and producer groups in Gender Equality and GovernanceUnder the supervision of the Program Manager and with the support from Regional Gender Advisor, to facilitate the increase in awareness of lead farmers/POs, market players (partners) and other stakeholders (e.g., Municipality) about the dimensions of gender equality, governance and DRR in the value chain
• Under the supervision of the PM and with the support from Regional Gender Advisor, to develop the set of interventions and actions towards mainstreaming Gender and Governance into value chains of white onion, yellow onion and strawberry
• To support the programme team to actively listen to marginalized women’s voices, needs and aspirations
• To support the programme team to design activities which support gender equality and women’s active participation and leadership
• Under the supervision of the PM and by working with the project team, to ensure regular operational planning and proper documentation of the intervention/activities

Key competencies:

 Willingness to live and work in Barda
 Ability to demonstrate high levels of personal commitment to gender equality and women's rights
 High level of awareness about gender and governance in Azerbaijan as may be evidenced by at least 2 years of previous experience or job in a related field or research/study conducted on the subject
 Ability to hold interviews and focus group discussions with rural women on gender issues
 Knowledge and analysis of key gender equality and women’s rights issues in Azerbaijan
 Sufficient level of knowledge and skills in programme management particularly in the use of analyses frameworks (e.g., RRA, problem-tree, cause-and-effect, cost-benefit, etc.) and intervention frameworks (e.g., logframe, Results Chain, logical diagram, etc.)
 Experience applying gender mainstreaming methodologies or tools (e.g. gender analysis)
 Confidence and ability to facilitate problem solving, utilising a range of tools including brainstorming and the analytical use of data, facts, and information
 A working knowledge about integrating gender and governance strategies in project planning and interventions
 Fluency in speaking and writing in Azerbaijani and English
 Ability to work to achieve results even under pressure
 Commitment to all aspects of equal opportunity and diversity 

NB: This role requires the ability to lead interviews and focus group discussions with rural women on often sensitive subjects. For this reason, we particularly welcome applications from women.
