Head of Financial Management Department

Reporting to: Chief Financial Officer

Experience:

1. At least 5 (five) years;
2. Experience in qualitative and quantitative (financial/investment) analytical and modeling techniques,
3. Experience in managing client and vendor contracts and relationships;
4. Strategy and operations management experience.

Education:

Advanced degree, preferably in the fields of Business Administration, Economics, Financial Management or Engineering (Western education is a plus)

Skills/Abilities:

1. MS office suite, fluent Azerbaijani and English;
2. Strong people skills and solid team player;
3. Ability to lead initiatives with minimal supervision;
4. Excellent presentation skills, outstanding formal and informal communication abilities, comfortable presenting to senior management;
5. Well-developed business acumen and strategic agility;
6. Ability to communicate timely business insights from the data and share and defend those insights;
7. Ability to think outside the current processes and make recommendations.
8. Strong logical, analytic and creative thinking abilities.

Must have knowledge of:

1) Legislation of Azerbaijan Republic related to the scope of activity, applied standards and internal normative documents;
2) Internal rules of labour discipline;
3) Labour safety, safety technique, production sanitary norms and rules;
4) Business ethic code

Key work functions:

1) To take the leading role on strategic planning cycles of the company, provide necessary strategic-financial analytics reports and lead the execution of function relevant strategic projects;
2) To lead the development and execution of the resource (HR, IT, Consulting, Training) and annual operations plan of the department;
3) To oversee the preparation of the financial reports for the management;
4) To be responsible for financial due diligence of clients and suppliers;
5) To continuously learn and explore international experience, make necessary analysis and propose improvements/revisions to budgetary and financial rules and procedures, as and when necessary to develop comprehensive financial policy and procedures;
6) To ensure effective planning and execution of the standard business process of the financial management department and propose improvements as and when necessary;
7) To lead regular analysis of the company’s capital structure and execute necessary resource mobilization efforts to ensure optimal capital structure;
8) To lead development and execution of the insurance strategy of the company aimed at mitigation of any risks identified or as per compliance purposes (in corporation with risk management department);
9) To oversee the regular tax liabilities of the company and develop effective solutions to ensure optimal tax burden for the company;
10) To manage the effective provision of financial services to local and international projects of the company;
11) To lead analysis of the financial viability of tender opportunities;
12) To develop and maintain functional relations with investors and creditors;
13) To provide financial control and appraisal on the deployment of the company’s financial resources;
14) To lead development/enhancement of the financial reporting system of the company and develop necessary proposals for enhancement of financial performance of the company;
15) To lead development and execution of the resource mobilization strategy of the company;
16) To lead feasibility analysis (including financial appraisal and evaluation) of business and investment projects to identify their viability and profitability;
17) To oversee external financial audit of the company;
18) To ensure effective communication with senior management, department staff, and various functions/departments;
19) To ensure achievement of department KPIs or performance targets;
20) To control that all business processes and actions of the department are in full compliance with the standards, rules, and regulations of the company;
21) To execute any other relevant tasks given by the senior management.
22) To identify and propose risk mitigation measures.
