Job title: QHSE Advisor

Duties & Responsibilities:

• Occupational safety service experts shall have the right to monitor employee compliance with occupational safety standards and regulations, to order the heads of relevant units to take mandatory measures to eliminate violations, and to make recommendation to the employer.
• Carry out HSE evaluations of projects, identify problem areas and ensure all matters are discussed with relevant instances and clarified in order to avoid delays.
• Periodically checks HSE related activities.
• Perform HSE audits at specified intervals.
• Liaise with Senior Management before and during client and potential client audits.
• Compliance and Enforcement of all Health, Safety and Environmental Issues (Project and Field Report Audits; Contractors Audits and Compliance with Industry Standards)
• Documentation, Tracking, Statistics and Reporting on HSE issue- Near Miss/Hazard/Observation Reports.
• Establish a process to verify that corrective actions, as a result of incident investigations are documented and implemented (Accident/Incident Reports and Corrective actions)
• Post-accident/incident Root-Cause Analysis
• Maintaining Safety and Operations Manuals.
• İdentification of HSE training directions.
• Ensure all personnel have the necessary training for the project
• Give “HSE Induction” linked to ISO 9001 standard and “Prevention Awareness” training to new entrants as well as existing work force.
• Assist with supervision of existing process for regular inspections on sites, and coordinate and support incident investigations of local incidents, providing recommendations and corrective actions where required.
• Partnership with the Operations leadership in delivering a continual improvement culture with the goal of zero injuries or serious incidents.
• Review continually the HSE legislation, and provide advice/recommendations to senior leadership to ensure operational best practices & compliance.
• Establish HSEQ standards and ensure adherence to them for product development and company operations.
• To maintain total confidentiality.

Qualifications:

• Minimum 5 years HSEQ experience (mainly in an oil and gas sphere).
• Minimum of a B.S. degree
• Language Skills: Azerbaijani, English, Russian
• Experienced in working on remote site operations (and also on sea- platform).
• ISO-9001, ISO – 14001, OHSAS- 18001 compliance and Certification process design experience.
• Good know local HSEQ legislation.
