Position: Community Engagement and Capacity Building Consultant

Introduction:

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. In 2001, Azerbaijan became an IOM member state through the formalization of cooperation between IOM and the Government of Azerbaijan.

Context:
Under the overall supervision of the Chief of Mission and direct supervision of the Project Coordinator, the successful candidate will assist the implementation of “Integrated Rural Development for IDP Communities in Azerbaijan through Revitalization of Kahriz Water Supply System” project activities particularly in community engagement and mobilization to facilitate the successful implementation of project activities at field level.

 Key Responsibilities:


1.Design, draft and finalize customized/contextualized training plans and modules for various community trainings. 
2.Mobilize and prepare communities for training and other project related activities, promoting equal participation and presentation of women and men, including different vulnerable groups in community consultations and project implementation.
3.Maintain close communication with different community members, including with community leaders and municipality/local authorities, to initiate and implement the project in IOM’s target communities.
4.Support in resolution and management of the relevant community conflicts over common issues related to the project.
5.Facilitate discussion with communities on information sharing, beneficiary selection, delivery of supports and establishment of Water User Committees.
6.Participate in assessment of eligibility of beneficiaries for different supports within the project according to set criteria.
7.Facilitate different community-level meetings and organize training sessions, workshops and communication platforms.
8.Support the implementation of community-based activities, including community meetings, awareness-raising campaigns and community training.
9.File and document all community mobilization activities, including meeting minutes and training reports both in hard and soft copies. Take and properly document quality photographs from all activities and events.
10.Collect, collate, analyze and maintain baseline, interim and end line data on social, economic and Water, Sanitation and Hygiene (WASH)parameters of the project areas, including beneficiary’s records. Compile success stories, case studies and reflections from targeted beneficiaries.
11.Facilitate and participate in needs assessments, surveys and field monitoring activities at the project sites.
12.Provide support to the project staff, monitoring team, external consultants and partners while performing their duties in the field.
13.Perform other duties as may be assigned.

Required Education:

•Completed Bachelor’s degree from an accredited academic institution, preferably in Social Work, Social Science, Rural Development, International Development, Anthropology, Psychology or other related fields.

Required Experience:

•At least two years of professional work experience in community outreach and mobilization, community/rural development, and/or other relevant fields.
•Work experience with UN agencies, international/national NGOs or government institutions/organization would be an added value.
•Excellent communication, presentation, negotiation, writing and interpersonal skills in both English and Azerbaijani are required.
•Ability to work effectively in high-pressure, rapidly changing environments, multitask, pay attention to details, meet deadlines and maintain accuracy in performing responsibilities are required.
•Cultural sensitivity and ability to work both independently and in a team setting are required.
•Grounded understanding of local custom, geopolitical situation and IDPs is an asset; candidates from the project areas are preferred.
•Computer proficiency with a high level of familiarity with database management programme and commonly office programmes (e.g. MS Word, Excel, PowerPoint and Publisher) is essential. 

Languages: Fluency in Azerbaijani and English
