SITUATION IN ORGANIZATION
Position to report : HSE Operations Lead
JOB DIMENSIONS
Absheron Early Production Scheme (EPS) is an early development phase to target a first gas production in 2021.
The Full Field Development will be envisaged depending on the results of EPS well ABD001.
JOCAP Joint Operating Company of Absheron Petroleum is a new Company created in March 2018, which is the Operator of Absheron from August 2018.
Absheron development reference agreements are PSA, JOA and addendums.
ACTIVITIES
To monitor and ensure compliance of the work with HSE specifications, procedures and exceptions/deviations onboard
MARINE SPREAD.
To ensure that the rules, Project procedures and general specifications for HSE are enforced; to monitor the HSE performance onboard.
To provide advice and support to the COMPANY Vessel representative (RSES or RSES-D) concerning HSE issues.
To work onboard vessel – in close relation with the Project HSE Lead located in Baku– and play a key role in HSE leadership in communication, inspection and survey onboard vessels
To consolidate reporting onboard vessels with CONTRACTOR and SUBCONTRACTOR
To provide safety support for the JOCAP 12 Golden Rules deployement on SITE.
HSE RESPONSIBILITIES
Comply with the Activities described within the HSE Management System
Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
Each employee, at his level of responsibility, must observe all Procedures and instructions in the performance of his own task
Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
Report any anomaly, abnormal conditions and near miss to supervisor
Participate actively in or lead when required HSE meetings, safety talks, tool boxes, training sessions and drills
Leader in the execution of the HSE plans
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and
notify forthwith the responsible supervisor

DETAILED ACTIVITIES
1. To support and enforce the HSE PROJECT objectives and directives
2. To support and implement the PROJECT HSE management system (plans, procedure and specifications)
3. Ensuring that HSE specifications, rules are applied in accordance with the HSE bridging documents signed between SUBCONTRACTOR, CONTRACTOR and COMPANY
4. To monitor the implementation of safety procedures and working practices by CONTRACTOR /SUBCONTRACTOR
5. Launching or participating to Job Risk Assessment
6. Participating in actions for identifying and minimizing operational risks, especially for co-activities
7. To present and report any downgraded situations that could impact Project
8. Participating in HSE incentive schemes
9. Participating to Tool Box Talk, Animation of the Golden Rules of the Month, HSE and Monthly Weekly Meetings
10.To take part in HSE Committee meetings at SITE / VESSELS
11.Liaising with the Project HSE Lead in conducting HSE audit and monitoring the improvement Plan
12.To participate and challenge in the implementation of the Emergency Management System
13.Launching Drills time to time in collaboration with the RSES(-D) and the vessel management team
14.Contributing to HSE performance improvement and associated monitoring
15.Ensuring that personnel at SITE are fully trained as per PROJECT HSE Training procedure
16.Checking on the availability and maintenance of all specific HSE prevention materials and equipment
17.Taking part in the analyses of the accidents / incidents and all the events (anomalies) with an High Potential (4 or 5 )
18.To participate in the definition of the HSE equipment of prevention and intervention
19.Ensuring daily and weekly inspection
20.Ensuring respect of PPE Management
21. To consolidate SITE HSE Reporting (Manhours, Incidents, anomalies, Best initiaves, etc…– refer to ABSHERON Lagging and Leading Indicators)
REQUIRED COMPETENCIES
Professional experience: at least 15 years in Oil And Gas HSE construction activities with good experience in offshore works
Fluency in English (spoken & written). Russian speaking will be a plus
Strong verbal communication skills
Valid offshore medical certificate (less than 6 moth old)
HSE certificate / diploma,
HSE certifications (eg Root Cause Analysis, Working at Height, Radio, etc)
