Vacancy: Procurement Senior Specialist (Senior buyer) - Male
Net salary: 1200 – 1500 AZN
Location: Head office in Baku (probably business trips to regions)
Job Descriptions:
• Grow long-term relationships with clients and key consultants to capitalize on equity and partnership opportunities.
• Manage daily operation of Purchasing Department that supports global corporate, program and client procurement goals and objectives
• Develop and implement procurement strategies designed to reduce costs, improve product and service quality and expedite delivery
• Implement purchasing best practices with respect to demand planning and inventory control
• Optimize use of technology to streamline purchasing processes
• Draft procurement-related sections of proposals
• Prepare requests for proposals (RFPs) and requests for quotes (RFQs) from suppliers
• Manage supplier qualification and selection process; evaluate bids and ensure pre-award source selection requirements are met (vendor suitability, financial stability, etc.); determine adequacy of source selection documentation
• Foster and maintain relationships with suppliers; establish and monitor supplier performance metrics; resolve disputes with suppliers
• Negotiate terms and conditions, price, quality and delivery for complex purchasing contracts; approve and/or redraft contract clauses, including flow-downs
• Identify and rectify areas of financial and/or contractual exposure
• Monitor and control requisitioning and ordering of goods and services based on approved purchasing authority levels and budgets
• Administer major and/or complex purchasing contracts
• Stay abreast of market trends, accounting and auditing standards, and new commercial and federal contracting rules and best practices
• Draft, implement and update procurement policies, procedures, templates and forms
• Ensure compliance with company and governmental purchasing policies and requirements, including, but not limited to FAR/DFARS, Procurement Integrity,
• Oversee periodic testing of internal controls and systems and maintenance of satisfactory procurement files.
Education and work experience requirements:
• University degree (business administration, engineering, logistics, supply chain will be an advantage);
• Languages: Azerbaijani, English and Russian fluent;
• Good knowledge of MC Office;
• Knowledge of 1C system;
• Good knowledge of end to end procurement processes;
• CIPS certification
• 3-5 years of experience in relevant sphere.
