The HSE manager is responsible to advise and support line management of the operations (production, maintenance, support departments) to operate according to safety and environmental standards. In his / her role he / she reports directly to the operations director cement or AGG & RMC. His / her direct reports are the safety inspectors or safety advisors in operations. He / she is responsible for safety management in operations ensuring the safety responsibility of the production line management. Further he / she is responsible to ensure compliant operation according to environmental standards.

OVERALL MISSION

• Advise and consult top management in terms of safe and environmentally compliant operations
• Establish and maintain a professional safety culture in the company’s operations
• Develop and implement safety standards at least compliant to local legislation and support implementation by line management
• Promote safety and train operational management to increase safety awareness
• Follow up environmental requirements and consult top and operational management regarding implementation of environmentally compliant operations management
• Prepare forecasts and production budgets (yearly, monthly, adjustment)
• Prepare, propose and manage safety and environmental budgets and follow up implementation and budget compliance

RESPONSIBILITIES

• Development and implementation of the HSE policy and respective guidelines up to implementation of the EN 14001 / 18001
• Development and implementation of relevant safety standards within 2 years
• Implementation of safety trainings to bring up operational line management to adequate safety behavior to cascade this to all company employees
• Conducts safety audits both internal and external.
• Takes part in accident / incident investigation.
• Carries out analysis of accident / incident statistics, identifying trends and suggesting improvement plans.
• Carries out safety audits on sub-contractors
• Performs risk assessment and work place assessment
• Preparation of HSE documentation for new tenders
• Provides Safety support and advice, including supervision on preparation of plans and procedures for initial contract start up activities in particular for planned plant overhauls and investment projects for own and subcontracted resources
• Help to define the Plant Improvement Plan as well as other improvement action plans for the whole plant

PROFILE OF NECESSARY COMPETENCIES / SKILLS

• Educational background & Experience
o Bachelor’s Degree in science/engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems.
o > 10 years’ experience in Health, Safety and Environment and Fire Services in industrial plant operations out of which 5 years should be in a supervisory role
o Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Investigation by using RCFA, HSE Auditing Techniques
o Proven training skills and train-the-trainer ability

• Languages
o Azerbaijan: fluent
o Russian:  upper intermediate to fluent or native
o English: min upper intermediate up to advanced/fluent

• Technical skills
o Good knowledge of heavy industrial manufacturing processes, oil & gas is not enough
o Good knowledge of major maintenance processes like welding, grinding, lifting, assembly / disassembly, electrical maintenance and power distribution
o Intensive knowledge of the 15 major industrial safety standards
