Advisor for SLRD (Support to Local and Regional Development in Ganja- -Gazakh Economic Region) project (based in Ganja office)
Salary band 4 – Professional : Programme Advisor– 4T
Reports to: Team Leader
Contract duration: 01.09.2018 – 30.09.2019
A. Responsibilities
The Advisor is responsible for
Implementation of project activities related to linkages between agriculture and tourism
Assisting partner organizations in applying value chain analysis techniques
Advising partner organizations on public-private cooperation
Conducting or contributing to research on linkages between agriculture and tourism and potential opportunities to develop them
Development and İmplementation of pilot projects developing cooperation of agriculture and tourism sectors
Support in maintaining relations with the local stakeholders
Cooperation and strengthening capacity of local training providers
Monitor the project progress related to own area of responsibilities
The Programme Advisor performs the following tasks:
B. Tasks
1. Advising the partner institution(s)
The Advisor:
Assists in development and monitors implementation of project indicators in consultation/cooperation with counterparts and colleagues
Contributes to implementation of coordination processes, joint programme activities and work at the regional level
Prepares and implements cooperation workshops, seminars and other events related to cooperation between agriculture and tourism
Organizes research and analysis of agriculture and/or other sectors as necessary
Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
Works on sustainability concept with partners
2. Networking and cooperation
The Advisor:
Contributes in maintaining good relations and regular dialogues with district Excoms, cooperates with local communities, service providers, non-governmental agencies, municipalities and private sector
Regularly exchanges with other projects to avoid overlaps in activities
Cooperates with district branches of MoA on project related issues
Provides input to publications such as press-releases, newsletters and project-related presentations
3. Knowledge management
The Advisor:
Ensures knowledge transfer between team and other programmes
Develops ready-to-use strategies and technical concepts, including contribution to guidelines, manuals
Draws up reports and presentation documents
Prepares appropriate input for various programme reports including annual reports, and contributes to the other reports requested by the Team Leader and GIZ Head Office
Assists with research and studies on various issues which benefit joint programmes
Translates small documents
4. Coordination tasks
The Advisor:
Assists with general project planning and develops project concepts including preparation, organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
Supports implementation of pilot measures in consultation with Team Leader, other team players and in cooperation with the partners
Coordinates contractual and procurement issues with Contracting and Procurement responsible in Azerbaijan and GIZ Headquarter, if needed
Handles order management on behalf of GIZ (e.g. preparation of TORs, impact monitoring, project progress review and relevant reports)
5. Other duties/additional tasks
The Advisor:
Performs other duties as requested by Team Leader
C. Required qualifications, competences and experience
Qualifications
BA or Masters/MSc in an area that is related to the project/programme objectives
Professional experience
5+ years of practical experience in rural development
5+ years of practical experience in research, monitoring, and evaluation
5+ years of working with international organizations
5+ years in close cooperation/collaboration with public institutions
Knowledge of agricultural and business sector of Ganja – Gazakh region
Other knowledge, additional competences
thorough knowledge on international development issues
proven skills in value chain analysis
ability to conduct research on supply and demand chains
knowledge on supply and demand chain management is a plus
knowledge of local policies and regulations
great facilitation and moderation skills is a plus
very good working knowledge of ICT technologies (MS Office applications, Outlook)
excellent written and verbal English and Azerbaijani
excellent team player
Working place is GIZ-Ganja office, with regular travels to Baku and occasional travels to Georgia.
