Project : Private Sector Development and Technical Vocational Education and Training in the South Caucasus

Junior VET Expert (full time, 100%)

Location of the project office – Baku, Azerbaijan

Duration: 03.09.2018 – 08.02.2019

The regional program “Private Sector Development and Technical Vocational Education and Training in the South Caucasus”, implemented by GIZ, aims at improving the preconditions for a sustainable economic development of selected labour market relevant sectors. For the country component Azerbaijan, the selected sectors are tourism and agriculture.

The programme makes use of the integrated approach of German development cooperation in employment promotion. It is addressing both the supply and demand side of the labour market to lay a better foundation for employment. Development assistance is focussing primarily on involving the private sector in vocational education and training.

To do this, the programme operates in three intervention fields:

Intervention field 1 aims to strengthen capacities for improving competitiveness in the sectors relevant for employment. In the case of Azerbaijan it is the tourism and agriculture sectors.

In intervention field 2, private and public actors will cooperate to improve the labour-market relevance of selected training courses for these sectors.

Intervention field 3 will seek to strengthen the regional and international exchange of experience in sustainable private sector development and dual-oriented vocational training.

Your tasks:
• Support project activities and studies on vocational education and skills development
• Assistance and monitoring of the development and implementation of action plans and activities in close consultation with counterparts
• Support to cooperation, regular contact and dialogue with partners, assists with PR work and
• Support liaison with VET stakeholders at national level,
• Support design, preparation and implementation of project workshops, seminars and other events
• Support the development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• Contribution to reports and documentation
• Contributing to innovation and knowledge management
• Communication of local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the action

Requirements:

• masters/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field
• experience in framework conditions for (dual) VET Systems
• at least 1 years’ professional experience in a comparable position
• very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
• fluent written and oral knowledge of the English language
