In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support services company in Azerbaijan.  The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region.  The key objective of this strong partnership is to create a world class Azerbaijan-based EPCm services company that will utilize the strength of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long term commitment from both organisations.

HAOR Project

SOCAR HAOR Reconstruction and Modernization: SOCAR’s Heydar Aliyev Oil Refinery (HAOR) will undergo a modernization and revamping with the final aim to increase the refinery capacity for fuels production, achieve improvement of the fuel quality to comply with future regulatory requirements and meeting the increasing domestic demand. SOCAR-KBR will provide PMC (project management contract) services to SOCAR as part of the IPMT (integrated project management team) environment. The main project execution location will be in Baku with international contractors carrying out specific scopes of works on the project around the world. SOCAR-FOSTERWHEELER-AMEC/AMEC-FOSTERWHEELER Consortium is responsible for FEED (front end engineering design) scope of the project. The project has been formally awarded to SOCAR-KBR on 7th of March 2016.

Primary Roles and Responsibilities:

Provide construction guidance and support to the SOCAR HAOR Modernization Project to ensure that the project is managed effectively and that is completed safely, on time, with the correct quality and within budget.

Provide construction leadership in the SOCAR HAOR Integrated Project Management Team (IPMT), which includes the following managers and their respective teams:

• The BBU area construction manager
• The Revamp area construction manager
• The Diesel area construction manager
• The Gasoline area construction manager
• The Early works construction manager

Provide the necessary support to other discipline managers and their respective teams:

•  HSE
• Quality
• Project Controls
• Engineering

Responsibilities shall include, but not be limited to:

• The overall management of the Construction works for the SOCAR HAOR Modernisation Project
• To bring construction management experience to the SOCAR HAOR IPMT
• Preparation of the overall construction plan & execution strategies
• Approval of the contractors’ construction plans and procedures
• Monitoring the progress of the project to ensure that it is on schedule and to take corrective actions where necessary
• Monitoring the cost performance of the project to ensure that the project is achieved on budget
• Review EPC contractors schedules including manpower & equipment histograms
• Provide support to the overall HSSE program and ensure contractors adherence to the project HSSE plan & Zero Harm policy.
• Monitor contractors adherence to project quality plan
• Provide support to local training programs
• Monitor and provide support to the EPC contractors during the execution phase
• Monitor productivity of EPC contractors during the execution phase
• Provide constructability support to the FEED contractor
• Prepare construction sections to input into the ITB’s.
• Complete the technical bid evaluations of proposed contractors and prepare recommendations for award.
• Provide input in the development of the construction progress measurement system in accordance with the project schedule
• Identify opportunities to develop and maximise local content
• Lead the SOCAR IPMT construction team through regular internal meetings, meetings with contractors and meetings with SOCAR management to monitor project status and to address specific issues.
• Liaising with the SOCAR HAOR and SOCAR OGPC operations management to ensure a smooth and continuing working relationship. To troubleshoot any problem areas on the project in cooperation with client senior management.
• Ensuring that the EPC/EPsCm contractors are effectively managed so that they provides quality facilities, delivered safely, on time and within budget
• Promote team work and a spirit of cooperation among the members of the IPMT. Guide the project team to achieve project goals, drive and motivate the project team and develop team members from the SOCAR HAOR and SOCAR OGPC organisations.
• To provide training to the SOCAR HAOR and SOCAR OPGPC team members in construction execution.

Qualifications:
• Certified qualifications in engineering or the equivalent

Experience Required:
• Minimum of 25 years working on oil and gas projects
• Minimum of 15 years’ experience in Construction management on oil and gas projects with a minimum of 8 years in a senior capacity.
