Introduction

The British Embassy in Azerbaijan is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for an Energy and Prosperity Officer, grade B3, based in Baku.

We are looking for a dynamic self-starter to maintain and expand their network of senior energy contacts, promoting UK interests in Azerbaijan. This is an important and high profile role.
The successful candidate will need to further develop their strong working relations with a wide network of contacts, use analytical skills to deliver effective and timely political energy reporting and identify commercial opportunities whilst working flexibly within a busy team.

Main Duties

• Undertake energy sector analysis and produce regular high level and effective reporting on energy developments in Azerbaijan and the Caspian region (40%). 
• Have regular contact with local and foreign companies, Ministries and government organisations to build and maintain a wide-range of energy contacts (20%). 
• Work closely with Commercial Team colleagues to promote UK Prosperity objectives and UK Trade & Investment energy targets.  Identify High Value energy project opportunities (HVOs) (15%). 
• Lead on activities of the Energy Working Group as part of UK-Azerbaijan Joint Economic and Trade Co-operation Ministerial Commission (10%).
• Contribute to official visits by assisting with the program and contribute to briefing materials including leading on all energy analysis for visiting UK ministers and officials (10%). 
• Produce up to date Industry Market Sector reports and identify and report business opportunities for UK companies (5%). 
• Represent the Embassy at energy conferences and seminars, reporting back to colleagues on key developments and trends (5%). 

Key Competencies Required

• An honours or masters degree in a relevant field; or sufficient equivalent experience to demonstrate post-graduate-level research and writing skills.
• Experience, interest and commercial contacts in energy field and the ability to speak confidently with industry and other experts on energy policy issues.
• Be a confident self-starter who projects a professional image and builds networks to help get the job done.
• Be pro-active and commercial minded and experienced in monitoring, analysing and reporting on energy commercial and political developments.
• Demonstrate a proven track-record of effective energy and commercial work.
• Think strategically and be able to identify new business opportunities and secure relevant detail and information to promote the opportunity.
• Be a team player, ready to help colleagues and share knowledge willingly.   
• Be fluent in English and Azerbaijani. A good level of Russian will be an advantage.
• Excellent IT skills, in particular Microsoft Word, Outlook, PowerPoint and Excel;
• Availability to travel occasionally within Azerbaijan or internationally as needed.
• Candidates will also need to demonstrate that they have the following competencies, as defined by the Civil Service Competency Framework (Band B):

Terms and Conditions

• This is a full-time position of five working days, 40 hours net per week, for a permanent contract.
• The salary is AZN 2,132.12 gross per month.
• Staff recruited locally by the British Embassy in Azerbaijan is subject to Terms and Conditions of Service according to local employment law.
