Dear tender participant,

GIZ-Baku Office would like to announce a call for competitive bids on Hazelnut Market Research in Russia.

Should you be interested in implementing the tasks according to the terms of reference (Annex 1) we request you to submit your bids latest by 15th September 2015, 17:00.

Two-envelope procedure should be used, i.e. bids must be submitted in two separate stamped and sealed envelopes by post to GIZ office, 22 Nizami str., 5th floor, AZ1001, Baku. The first envelope should include technical bid, which has to include the latest CVs of experts, contact details of reference persons/companies for previous similar projects and action plan of the work (Annex 2). The second envelope should include financial bid. Each envelope should be clearly marked (“Financial offer”, “Technical offer”) and should contain name of the company.

Detailed instructions on objectives and scope of work are given in the attached Terms of Reference (Annex 1).

Please note that no financial information should be mentioned in the technical bid.

Please keep in mind that for ensuring the equal conditions for all parties answers to your questions will be sent to all bidders. The bids not complying with the rules will not be considered. Unfortunately, any questions submitted after 10.09.2015 will not be answered.

The bids will be evaluated by the GIZ office Baku using Technical Assessment Grid (see Annex 3).

Only financial bids of companies fulfilling technical requirements will be opened and evaluated by authorized persons. The evaluation rate is 70% for technical bid and 30% for the financial bid.

Based on the evaluation results a ranking list of candidates will be prepared. Contractual negotiations are generally commenced with the first successful bidder from the list. Should these negotiations not be successful, the second bidder on the list will be invited to commence negotiations.

The evaluation of the bids will be completed by 25.09.2015.
