Dear Ladies and Gentlemen,

GIZ-Baku Office would like to announce a tender on development of e-learning curricula on “Anti-corruption/ethics” and “Performance appraisal system in civil service”.

Should you be interested in implementing the tasks according to the task description (Annex 1), we request you to submit us your bids latest by 10th of March 2015, 10:00 a.m.

Bids are be submitted using the two-envelope procedure; i.e. bids must be submitted in two separate stamped and sealed envelopes by post in letter form (Nizami 22, 5th floor, AZ1001 Baku, Azerbaijan) . The first envelope should include the technical bid, which has to include detailed information and references on your experiences with elearning curricula development and delivery in the past, a brief description how you would approach the tasks as described in the ToR, the latest CVs, contact details of reference persons/companies for previous similar projects and an implementation plan of the work. The second envelope should include the financial bid. Each envelope should be clearly marked (“financial offer”, “technical offer”).

Please note that there should not be any financial information mentioned in the technical bid.

You can email your further questions regarding technical and implementation procedures latest by 5th of March, 18:00 p.m. to Rashad Aliyev – [email protected]. The bids not complying with these rules will not be considered by us. Unfortunately, any questions submitted after 5.03.2015 will not be answered.

The bids received will be evaluated by the GIZ office Baku (see theAnnex 2: Evaluation scheme of technical assessment of bids). ( Annex 2 Copy of Assesement scheme_ToR_e-learning _new.xls )

Only financial bids of companies fulfilling the technical requirements will be opened and evaluated. The evaluation rate is 70% for technical and 30% for the financial bid.

Based on the evaluation results, a short list of candidates will be prepared. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations. The evaluation of the bids will be finished by the end of March 2015.

Work is scheduled to start from 1st April 2015.

Deadline for providing of ready material is the 30 June 2015.
