Position: HSE Officer
Work Location: Welding School
Work Experience: Must have at least 3 years’ experience in a similar role
Knowledge of Languages: English (fluent), Azerbaijani (fluent).
Responsibilities:
• Ensure that Project/Site HSE plans and procedures are properly implemented on site during operations;
• Report to Field HSE Manager or site manager on any HSE issues occurred on site;
• Liaise continuously with the workforce and supervision on HSE issues;
• Conduct internal HSE inspections;
• Deliver HSE induction and training;
• Keep updated HSE procedures for the specific tasks;
• Supervise HSE procedures implementation in the operative sites;
• Spread HSE rules / standards / procedures / bulletins on site;
• Ensure that relevant safety risk assessments are complied with and that Job Safety Analysis are prepared during the operations;
• Promote safe operative techniques and methodologies for the planning, safety control (i.e. JSA);
• Ensure adequate HSE reporting in line with Company procedures;
• Inspect subcontractors activities;
• Control compliance of the equipment utilized on site;
• Monitor the effective implementation of the Permit to Work system on site;
• Prepare and administer HSE Key Performance Indicators for the operational activities;
• Assist in the investigation of accidents and analysis in order to identify trends and propose the necessary corrective measures;
• Monitor and maintain control measures in the use of hazardous materials;
• Knowledge of monitoring and reporting systems and techniques, KPI and HSE benchmark;
• Experience in delivering HSE training courses. Capability to prepare and conduct induction and HSE training courses;
• Knowledge of electrical hazard (how electricity may cause injury, importance of inspection, testing maintenance, skills of people who can operate, control measures);
• Knowledge of local HSE legislation and main technical rules with focus especially on safety issues;
• Knowledge of main important international standards on HSE management system (e.g. ISO 14001 OHSAS 18001). Knowledge of company management system Initiatives on new HSE objectives;
• Knowledge of Industrial hygiene (Biological, chemical, and physical hazard exposure
• assessment / evaluation). Capability to perform / manage sampling activities;
• Knowledge of hazard and risks related to lifting operations (mandatory periodical control, lifting plan, etc.);
• Knowledge of main techniques and methodologies for hazards identification, occupational risk assessment and evaluation (Eg. Risk assessment, likelihood and Severity evaluation, JSA). Knowledge of related control measures including the hierarchy of controls;
• Knowledge of working at height hazard (best practice, work equipment, safety measures).
