Role synopsis 

BP Azerbaijan-Georgia-Turkey Region (AGTR) invites qualified professionals to apply to the vacancy of Category Delivery Manager (CDM) within Procurement Supply Chain Management (PSCM) to support BP Global Wells Organisation. On this senior role you will be responsible for integration of activities across a number of categories within an Operating Function (OF) in a region in order to provide a single point of responsibility for Procurement Supply Chain Management delivery to key Line stakeholders in the region, as well as to the Regional Director. You will also have Delegated Category Management responsibilities for one or more categories. As CDM you will be responsible for providing leadership to the Operating Function team in region and deliver value through exhibiting BP values and establishing effective interfaces with Line customers, the Regional Director and the central category teams. All category management activity delegated will be coordinated with the centrally-led category strategy. The level of autonomy and delegation will vary according to the maturity of the category and the particular regional requirements in place. The role reports to a Sub-sector Manager and the part of Leadership Team accountable for sourcing and post award activities in the Region.

Key accountabilities Lead Role

• To integrate all category activity for an OF within a region in order to provide a single delivery focus for the OF to the customers within a region and provide the Regional Director with information to represent PSCM within the Regional Leadership Team and with internal / external stakeholders. Category Management Role

• To deliver Category Management and Contracting Process (CMCP) as per the delegation from the Category Managers/Leads, supporting Category Managers/Leads to apply all CMCP ensuring alignment with Global category/sourcing activities.

• To lead deployed team, providing business context, coaching and directing to enable them to meet their performance targets. To manage budget, establish and communicate vision and strategic direction,

• To develop plans that support category strategies and regional business priorities supporting regional sourcing , leveraging BP’s size in the market as well as understanding the direction and current needs of the Operating Functions and apply effective and efficient sourcing.

• To approach the supply market, execute the RFP, and select supplier(s), put in place fit-for-purpose contracts and manage post-award activity.

• To maintain a thorough awareness and knowledge of local content obligations (i.e., risks, characteristics and thresholds) and local regulations to ensure compliant and efficient category management application. Tasking

• Interact closely with other Category Delivery Managers / Leads within region to ensure information is collated and disseminated appropriately.

• Liaise with Line stakeholders to develop inputs for Contracting and Procurement Plan (CPP), work with Category Managers/Leads to develop the overall CPP for region.

• Define regional demand, ensure Global contract is suitable for regional requirements and support award decision.

• Develop maintain and communicate market intelligence and analysis of regional supply market against BP’s demand (including financial and economic modelling where applicable) including supplier capability and capacity within area of accountability.

• Conduct sourcing and contracting in region as delegated by Category Managers/Leads.

• Present regional sourcing activity to Contract Governance Board (CGBs) , input into Strategic Business Review (SBR).

• Ensure partner approvals are in place according to applicable regional requirements.

• Manage contracts for the category within the region – working with Procurement Services, Line and Category teams (including contract renewals, change requests / variations, cost management, etc.).

• Ensure robust cost management and business risk analysis through contract management and pre-qualification of suppliers.

• Collaborates with Regional Director and Category Managers/Leads, to develop local talent and develop staff to meet future business needs.

• Promote compliance with BP's Code of Conduct, ensuring by personal example and coaching that the team understands and practices ethical business behaviour, and using reasonable care to monitor suppliers and contractors working for BP to ensure they work in a manner consistent with the Code.

• Demonstrate the BP Values and Behaviours expected at this level within the organisation.

Essential Education 

• University degree in Engineering, Procurement or other technical discipline.

Essential experience and job requirements 

• 10+ years of experience in PSCM and/or related professional fields.

• Demonstrate appropriate skills in sourcing negotiation and execution.

• Skilled at leading teams through complexity, executing assignments in multi-stakeholder, multi-discipline, multi-cultural environments, with regional and country-specific issues and challenges.

• Demonstrated ability to influence and collaborate with individuals across multiple disciplines, cultures and geographies, across organizational boundaries and levels.

• Professional PSCM accreditation such as CPM, CIPS, APICS, ILDM
