Job title: Environmental and Social Manager for Pipeline Project

Main Role and Purpose:

• Maintain the effectiveness and continued development of Azfen JV Project Environmental Management System and provide required direction and support to its application at Project worksites
 
Accountabilities

• Maintain the Project Environmental and Social Management Plan which should reflect a commitment to achieve the highest possible international standards.
• Ensure that Project Environmental and Social targets and objectives are visible and that Project and Azfen JV Environmental Policy and Procedures are effectively implemented during project.
• Assist and advise the Project Manager, Heads of Departments in meeting the project Environmental and Social objectives.
• Ensure that all Heads of Departments are conversant with their obligations relating to Environment in accordance with both the Project Environmental and Social Management Plan and their individual Environmental Responsibilities.
• Be aware of all current occupational Environmental Legislation, codes of practices, Environmental and Social procedures to be operated.
• Monitor compliance with the Project E&S Plan and relevant E&S procedures, arrange regular audits/inspections and prepare detailed reports of site performance. Copies of such reports and inspections will be sent to Azfen JV Corporate HSSE Manager, Project Manager and HODs.
• Establish a working relationship with Client E&S representative, and enlist services and facilities when required.
• Establish a working relationship with Heads of Departments and where appropriate consult with them on aspects of E&S.
• Ensure an adequate interface with local Environmental enforcing authorities, to ensure compliance with all legislation and approved codes of practice.
• Ensure that all statutory reports are compiled and forwarded to the appropriate departments.
• In line with the Project E&S Plan and Audit Schedule, monitor the E&S performance of the Azfen JV and Subcontractors during the tenure of the Project.
• Where appropriate identify, in conjunction with the Project Manager/Training Department, any necessary E&S Trainings, and if required assist the Training Department with the development of training programmes that meet the requirements of the project.
• Examine E&S trends and propose actions to prevent recurrence of incidents, accidents and near misses.
• Advise Project Management on legislation that may affect the contracted work.
• Liase with subcontractor counterparts and attend meetings as required.
• Establish and participate in regular E&S meetings with Project Management and other interested parties (Azfen JV, Client and subcontractors engaged on the project).
• Manage the collation and analysis of accident, incident and near miss reports and other E&S information relating to Azfen JV employees and subcontractors on the project.
• Highlight E&S issues, make recommendations and/or issue instructions (based on reports, audits and accident analysis) that will be implemented in order to enhance E&S performance.
• Identify suitable Azfen JV E&S personnel for further development, identify training requirements, and establish a development plan.
 
Competencies required:
 
• A formal qualification in Ecology and Protection of Environment (Bachalors degree with honors is essential; Masters degree is desirable);
• A minimum of 15 years’ experience onshore oil and gas pipeline construction
• A minimum of 10 years’ experience of managing both environmental and social issues, at least 5 of which must be at a management level
• Experience on working on a IFC or other IFI funded project desirable
• Trained and practiced in Incident Investigation and Root Cause Analysis; and
• Experience in Crisis & Emergency Management;
• Trained and experienced in Auditing.
