Project Procurement Specialist

Job description:

  • Provide effective support for project teams in the ramp-up stage, to help the project teams resolve subcon-related issues and put project operations on track.
  • Through professional project procurement management, coordinating with related resources, providing end-to-end project procurement service, supporting the success of the project delivery in terms of timeliness, quality and cost control.

Job Requirements:

  • Bachelor degree or above in business administration, engineering or any related field of study from a recognized university.
  • Procurement Skills: Flexibly apply business knowledge of the specific category related to the project. Have understanding of commercial, tax, trade, and legal knowledge relevant to procurement. Be familiar with and flexibly apply supplier management methods.
  • Process and Internal Control: Be familiar with procurement processes, such as LTC and PTP, ensure relevant departments to comply with the processes, and propose effective improvement suggestions. Be familiar with the organization structure, responsibilities, and operation modes of relevant departments.
  • Be sensitive to risks and have capabilities to identify major risks pertaining to procurement in advance. In addition, have capabilities to propose effective risk solutions, coordinate resources, and organize project operations to achieve objectives.
  • Have communication and collaboration capabilities to build a good communication channel and routine report to PM and other stakeholders, in order to promptly address major issues involved in procurement delivery and quickly mobilize key supplier resources, acting as a bridge between Huawei and Subcons.
  • Knowledge on products, technologies, and project management within the ICT industry is an added advantage
  • Fluency in both English and Russian are essential, other language(s) is an added advantage.
