Company Background

Norm Qizildash Cement Factory will be built in Garadagh district of Baku with the  production capacity  of 5,000 tons of clinker per day and 2,000,000 tons of cement per year.
The plant will become the largest cement company in the Caucasus and in the whole Caspian region.

Requirements

- Bachelor of Technical High school / Technical Engineer
- Min: 5 year experience in HSE
- Fluent in Azeri, Russian and English

Main Responsibilities:

1. Ensure that management and employees and sub contractors are aware of OH&S legislation
2. Conducts OH&S Induction training for all employees, contractors and visitors newly arrived at company site
3. Conduct hazard identification and risk assessment related the use of hazardous substances within the plant.
4. Provide practical interpretation to site representatives of standards, procedures and guidelines to ensure compliance with HSE requirements.
5. Participates in monitoring, evaluating and review of OH&S performance in QCP
6. Responsible for investigation of production and construction accidents, preparation of relevant documentation and liaison with relevant government officials ;Near Miss/Hazard/Observation Reports
7. Civil Defense training
8. Preparation and implementation of documents related to Civil Defense
9. Civil Defense Evacuation
10. Daily OHSE inspection with report(Description of problem, opportunities for improvement ,photos)
11. Ensure the implementation of permit-to-work system and risk assessment to identify risks and implement controls
12. Responsible for conducting Toolbox Talks. Deliver tool box talks to Site Representatives on specific HSE issues
13. Audit work being performed with ''Safe Work Permit”
14. Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations
15. Ensure availability of required documentation on QCP sites and assure understanding by effected personnel.
16. Responsible for emergency response plans and conduct exercise/drills to determine readiness of Company / Contractors
17. Maintaining Safety and Operations Manuals
18. Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements
19. Supervises the regular inspection of fire fighting, safety and emergency response equipment
20. Assist in developing and implementing field location emergency response procedures and evacuation plans
21. To secure the continuous reduction of pollution from plant activities in compliance with the defined technical and Azerbaijan rules and norm for environmental targets
22. To ensure and coordinate communication with local environmental authorities and respective departments
23. To coordinate and execute environmental reporting to local environmental authorities and respective departments
