The incumbent of the post, under the direct supervision of the Chief of Fund Administration (CFA), carries out the following duties that consist of the full range of human resources (HR) functions necessary for the Office’s operation:
 
Administration of Staff Entitlements

• Applies the OSCE Staff Regulations and Staff Rules and ensures their correct and consistent application; assists the CFA in responding to specific HR cases;
• Issues amended Administrative Instructions or guidelines related to Human Resource  procedures, improves the forms and internal procedures by ensuring the adherence to the OSCE Staff Regulations and Staff Rules;
• Maintains and keeps all the HR personal files of the Mission Staff;
• Drafts correspondence on own initiative or under instruction;
• Prepares all contracts, processes all extensions and terminations of contracts, and ensures the end of service processing and clearances;
• Initiates and maintains HR data entry in the OSCE corporate application (IRMA);
• Monitors and clears all leave requests and entitlements and provides advice to the staff;
• Monitors the affiliation to the Provident Fund and to the Van Breda medical insurance scheme;
• Initiates and monitors all actions concerning performance appraisal, probationary period, step increments.
 
Payroll operations

• Reviews payroll data through the various IRMA HR payroll reports;
• Verifies overtime records; controls and enters recurring and non-recurring payroll items (mobile phone, land line telephone charges or private use of official vehicles);
• Responsible for entering Bank details into the ORACLE system;
• Responsible for changing allotments, payment splits, payment instructions submitted by Mission Members on monthly basis;
• Processing monthly Board and Lodging Allowance (BLA) payments and deductions;
• Enters prepayments/advances;
• Compiles and reviews daily and monthly payroll records and prepares reports for signature of the National Finance Officer before the monthly payroll closure.

Posts control 

• Reviews and assists in drafting job descriptions;
• Assists in establishing the Office’s staffing by preparing the positions’ transactions and reporting changes in the Post Table.

Recruitment

• Based on Job Descriptions or Terms of Reference, prepares vacancy announcements for all posts and takes action for the advertisement, including entering in IRMA;
• Receives all applications, pre-screens and prepares long-list reports for line managers;
• Organizes interviews and tests, serves as the secretary to interview boards.

Training

• Acts as staff training focal point and assists in identification of training needs and prepares recommendations for the CFA;
• Organizes and coordinates all logistics for internal and external training;
• Conducts regular induction briefing on the role of the FAU and on OSCE conditions of employment for newly recruited staff.

Performs other duties as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE

• Completed secondary education, supplemented by formal studies in human resources management or general administration;
• Minimum 6 years of experience in administrative work, including at least one year of relevant human resources experience, preferably in an international set up, with some knowledge of the applicable terms of human resources administration;
• Computer literate with practical experience in Microsoft packages;
• Excellent oral and written English and Azerbaijani; knowledge of other official OSCE languages, such as Russian, is an asset;
• Ability to work with people of different nationalities, religions and cultural backgrounds;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
