Organizational Unit: OSCE Office in Baku, RoL Unit
Date for Entry on Duty: 1 June 2012    


The incumbent will be assigned for one year to the Office as Trial Monitoring Programme Assistant and works under the direct supervision of the Head of Rule of Law and Human Rights and overall supervision of the Deputy Head of Office. The incumbent performs the following duties related to Office activities:

 Ensures the timely and effective implementation of the Trial Monitoring Programme as follows:

o Liaising with the Implementing Partner(s), monitors and other relevant stakeholders, as required;
o Legal analysing of observers' daily reports, including judgements, indictments, pleadings and other trial related documents;
o Pre-drafting of interim reports;
o Attending court hearings, if necessary;
o Performing administrative tasks and other assignments related to the Trial Monitoring Programme, as required;
 Contributes to the project evaluation by organizing data and information, prepares and maintains records and statistics;
 Regularly reports and provides financial and narrative information on the Trial Monitoring Programme to the Head of Rule of Law and Human Rights; proactively identifies possible shortcomings;
 Translates project-related documents from/into local language/English (legal texts, incoming and outgoing official and informal communications);
 Performs other duties as requested by the supervisor.

 

MINIMUM QUALIFICATIONS AND EXPERIENCE

• Completed secondary education suplemented by course work or formal training in law, international relations, political science or another related field;
• At least six years of related working experience, prior experience in trial monitoring will be an asset;
• In-depth understanding of judicial issues; good knowledge of legislative and procedural aspects of the domestic laws;
• Excellent analytical skills;
• Good organizational and communication skills, including ability to prepare reports;
• Excellent knowledge of English (both oral and writen), Azerbaijani and Russian;
• Proficiency in main computer applications;
• Ability and willingness to work long hours under pressure and in stressful environment, including weekends, if needed;
• Ability to work with people of different nationalities and cultural backgrounds.
