The incumbent is assigned to the Rule of Law and Human Rights Programme as Programme Assistant and works under the direct supervision of the head of Rule of Law Unit.

 Establishes and constantly maintains contacts with competent state bodies, local and international experts and other institutions contributing to the successful implementation of the Judicial Training programme;
 Drafts letters and other papers related to the programme;
 Performs legal research and compiles training materials;
 Translates various kind of documents related to projects from/into Azerbaijani/Russian/English (legal texts, incoming and outgoing official and informal communication);
 Prepares and assists in preparation of budget for all rule of law projects of the programme, follows up documentation requirements for projects including work with the Irma system, monitors implementation of rule of law projects, in particular financial monitoring;
 Attends meetings and roundtables in the capacity of an observer/representative of Head of the Rule of Law Unit and reports to him on the issues discussed;
 Interprets for international programme officers at programme-related meetings from Azerbaijani into English and vice/versa;
 Establishes and maintains contacts with local authorities, universities, research institutions, and NGOs for other legal reform projects; assists Head of the Rule of Law Unit in necessary contacts with them for implementation, including meetings etc.;
 Deals with all other related issues of technical assistance of projects in the field of human rights and rule of law; assists in arranging OSCE events, inter alia, seminars, conferences, roundtables and visits of officials, guests etc.;
 Maintains a comprehensive filing system to ensure instant retrieval of documents;
 Participates in discussions of Head of the Rule of Law Unit with professional staff of the unit on programme planning and implementation;
 On request, provides technical support for the other programme officers of the Rule of Law Programme;
 Compiles the fortnightly, and other Office reports about the activities of the programme, budget and projects; Keeps the Head of the Rule of Law Unit informed of all developments and news in regard to running projects;
 Performs other project related duties as required.


MINIMUM QUALIFICATIONS AND EXPERIENCE

• Completed Azerbaijani University education, preferably in law, international relations, political science or another related field;
• At least two years of related working experience, preferably in the field of law;
• Analytical skills, ability to excellent knowledge and understanding of the current situation in the country;
• Proficiency in main computer applications;
• Working knowledge of English, Azerbaijani and Russian, all three spoken and written;
• Excellent communication and analytical skills;
• Very good organizational skills and a high level of diligence;
• Ability and willingness to work long hours under pressure and in stressful environment, including weekends, if needed;
• Ability to work with people of different nationalities and cultural backgrounds.
