FOR SHORT TERM LOCAL FACILITATOR

Project Support to Civil Service Reform in Azerbaijan
Activity Name
Preperation of case studies on Azerbaijan for inclusion in e-government training modules

Name of Provider 
Requirements: 
• Superior qualification in IT, ideally as a teacher of IT-related subjects
• Experience in analyzing and writing up IT-related experiences
• Min 10 years of related professional experience
• Familiarity with e-government issues in Azerbaijan
• Ability to analyze information, to synthesize and to make report
• Concise writing skills
• Ability to work both independently and as a team member
• Initiative, flexibility, punctuality, neutrality
 

Responsibilities  
• Selecting, analyzing, and accurately summarizing 20 Azerbaijani e-government cases
• Writing up of the cases in a concise and succinct style that is both technically correct and at the same time comprehensible to non-IT specialists (interested readers)
• Incorporating comments from CSC and GIZ and possible third-party readers in order to ensure maximum impact of case studies on potential readers

Objective 
• Enriching existing e-government training modules with experiences from Azerbaijan so as to enable trainees to better understand Azerbaijan's own realities and experiences with e-government initiatives
• Documentation of Azerbaijani best practices in e-government
• Documentation of lessons learnt from previous e-government initiatives in Azerbaijan

Products/Outputs 
• Twenty high-quality case study texts according to agreed format that will be included in e-government training modules
