Governance Officer (BASED IN BAKU)
 
 
Oxfam GB is looking to recruit a highly motivated individual for the position of  Governance Officer at its Baku office. Key activities:

• To assist Programme Coordinator with the development of the “Good Governance” programme
• To contribute to capacity building support to local NGOs/partners to enhance their capacities to play an active role as change agents in society;
• To ensure that Oxfam’s project management systems are fully implemented, and that partner organisations are aware of and able to follow them to the highest standard
• To supervise Public Partnership Platform (PPP) created under public finance policy and management project ;
• To hold regular quarterly monitoring visits to project operation areas (Central Azerbaijan) and post-monitoring review meetings with partners, and  produce quality reports on the findings/evaluation
• To organise and facilitate Project Quality Coordination Meetings with partner organisations, local NGOs and media;
• To prepare monthly, quarterly and annual reports on project progress and submit to Programme Coordinator;
• To assist in the developing advocacy strategy on behalf and with poor people on policy and practice changes locally and nationally;
• To ensure that gender mainstreaming has been incorporated into project papers and action to be promoted at national level for consideration in state budget reforms based on Oxfam’s Gender Analysis methodology;
• To manage project partner staff on various action plans, such as public finance management, policy development, capacity-building trainings and publications on good governance  ;
• To assess and record the impact of the project work on the status of the target communities;
• To take the lead and organise stakeholder dialogue meetings with the participation of government agencies and relevant ministries, international donors, international and local NGOs, including women NGOs, media representatives and municipalities to communicate and exchange the development trends in fiscal policy and governance reforms;
• To support the programme team to design activities which support gender equality and women’s active participation and leadership
• To liaise with government and state agencies and relevant government local authorities to encourage and support cooperation for new initiatives;

Skills and Competence:

• At least 3 years experience of NGO work preferably on poverty/vulnerability, development or policy advocacy 
• Sound knowledge of the country social, economic and political context. Knowledge of local self-governance/ decentralization is an advantage
• Proven analytical skills and ability to think and act creatively and strategically.
• At least 3 years proven experience in project management including planning, budgeting, monitoring, evaluation and learning (MEL) and work scheduling
• Skilled in an integrated approach to advocacy that includes research, lobbying, public campaigning
• Excellent written and verbal communication skills (English and Azeri);
• Ability to work flexibly and under pressure on fast changing priorities
• Knowledge and analysis of key gender equality and women’s rights issues in Azerbaijan
• Ability to travel to project areas for MEL, fact-finding mission and participation at meetings/events
• Good time management skills
• Excellent Computer-use competence
