Project Economist

Local Hire,Long-Term Position

Sibley International implements the USAID Azerbaijan Competitiveness and Trade (“ACT”) Project.  It is seeking a qualified individual to serve as a local Project Economist to assist in supporting the ACT Project’s ongoing technical efforts to support both business and trade related policy reform in Azerbaijan.

Background

The ACT Project began operations in October 2010 and builds on the work of various other USAID Projects previously completed to support similar objectives.  The USAID ACT Project aims to improve the domestic business enabling environment; develop a liberalized, more transparent trade environment; and improve targeted value chains in the agriculture sector of Azerbaijan. 

The ACT Project is looking to hire an Azerbaijani citizen with an advanced degree in economics (preferably from an internationally recognized university) to provide advice and analytical support on a wide range of issues on which project is working.

Specific Tasks

This work will take place in Azerbaijan starting on or around April 7, 2012 and will continue for the duration of the Project, subject to satisfactory performance and continued funding by USAID. 

Specifically, the Project Economist will, among other tasks:

• Lead the formulation of the Project’s proposals for economic policy reforms.
• Engage with senior government officials to educate on and advocate for economic policy reforms.
• Conduct economic analysis and assessment needed to quantify impact and provide other analytical support needed to accompany reform proposals.
• Contribute to the development of policy briefs and other analytical documents in the areas on which the project is working.
• Review and edit documents of the project with the particular goal of improving their economic analysis, analytical rigor, and understandability for particular Azerbaijani counterparts.
• Participate in roundtables and other events or discussions as either a primary or secondary resource person.
• Engage with government officials on economic aspects of particular areas in which the project is cooperating.
• Undertake research regarding financial and economic matters of importance to the project.

Period of Performance

Full-time, long-term position.  The project is expected to be funded through September 2013.

Qualifications

• Demonstrated and substantial expertise in economic analysis, especially in the areas related to the business environment.
• Experience and familiarity with the Government of Azerbaijan and relevant Ministries
• At least seven-years’ experience providing support to government agencies, international organizations, or private sector entities on matters regarding business environment, trade, and/or other economic matters.
• Strong written and verbal communications skills in English and Azeri.
• Master’s degreeor PhD in Economics or a similar specialty from an internationally recognized university.
