JOB DIMENSIONS
Absheron Early Production Scheme (EPS) is an early development phase to target a first gas production in 2021.
The Full Field Development will be envisaged depending on the results of EPS well ABD001.
JOCAP Joint Operating Company will manage the EPS phase through a Technical Services agreement with TOTAL who will conduct on its behalf both Drilling operations and subsea EPC Project and through an EPCI contract with BOSSHELF for the receiving facilities and tie-ins for the oil rock facilities. Absheron development reference agreements are PSA, JOA and addendums.
ACTIVITIES
General
Under the responsibility of HSE Director, to manage, organize, coordinate and identify the actions to be taken and delegated within HSE
To propose to HSE Director all actions leading to the increase of HSE Performance (Improvement Plan) and proper follow-up related (quality checks, HSE reviews/audits)
To provide advices & guidance to the Company on all JOCAP HSE aspects for protection of Company's personnel, Assets, environment and for sustainable development
To demonstrate that the HSE Policy and HSEMS are implemented within JOCAP Entities and Sites
To report on performance against HSEMS Performance Measures on a regular planned schedule
To ensure compliance and improve JOCAP’s HSE performance and standards
To implement the HSE policy of JOCAP on concerned sites
To promote and ensure that safety and environmental protection regulations and instructions are observed as per local and company rules as well as ISO 14001 standards
To promote exemplarity in HSE matters including accurate reporting and feedback, being involved and motivates all personnel on safety culture of the Company
To ensure the implementation of the Emergency Response Plan in accordance with HSE policy
To participate in HSE budget preparation and follow-up
To participate in the organization of the HSE events: HSE Contractor Forum / World day for Safety / Major Emergency Exercises / Best anomaly cards / HSE awareness sessions …
Operations
To ensure the HSE follow up of the construction activities (onshore and offshore)
As part of the EPS Project HSE integrated organization, to organize interfaces between HSE and the Project work packages (URF, Platform) – to coordinate the HSE actions among disciplines and Sites
To define HSE requirements for the EPS Start-up sequence and the Commissioning strategy
To check EPCI Contractors HSE Plans and Objectives
To ensure that SIMOPS procedures and Permit To Work are in place and properly used on all sites and by all entities
To supervise and coordinate the HSE advisors for the onshore/offshore activities
To visit sites regularly and spend time with personnel there including overnight stays
Major risks studies: to provide positive assurance that major risks studies are carried out – to ensure that Site teams are duly involved/informed of all steps of these studies so that the output of such studies are properly known and implemented in daily activities (ERP, action plans for risk reduction,…) – to provide custody for these studies
Risk management: to promote best practises in Risk management throughout the Entities and ensure consistency between the various Sites – to provide assistance to the various aspects of risk assessment : HAZOP, HAZID, JRA, SIMOPS specific instructions, evaluation of downgraded situations, overrides & inhibits, modification requests, requests for exemption – to provide assistance for incidents investigations (BOE, CTA,…) and for the development of corrective action plans
Asset Integrity: is part to the Asset Integrity Review Team
HSE training: to implement and maintain a common register of the HSE training (needs & status of compliancy) for all the personnel of Operations – to ensure Emergency Response drills at all levels are duly scheduled and performed
Experience feedback: to implement the “Feedback” process within JOCAP Entities and Sites
Human resources: to evaluate the HSE organization and communicate proper job descriptions to the job holders – to participate to the appraisal of the job holders within the Entity.
CONTEXT AND ENVIRONMENT
New EPS platform adjacent and connected to existing facilities, operated with dedicated philosophies for safety, maintenance, inspections, integrity
Management on site in different languages (Azeri or Russian or English speaking)
A changing environment going from a development phase to production.
Compliance with highest integrity standards are essential for the Company.
The job holder interacts with all entities within Company, Shareholders, Stakeholders and Authorities when required.
ACCOUNTABILITIES
The job holder works in a multidisciplinary and international/local content environment. He must:
manage and maintain an effective and motivated HSE integrated team across JOCAP and Service providers
manage all HSE activities within the Company in compliance with Company policies and legislation
participate in the optimization of economic performance, quality and time efficiency of Operations in the Company
plan, organize, direct, manage and control all the Company’s requirements relative to HSE under HSE Director responsibility
proactively get involved with other Company entities in order to ensure that appropriate level of service are being achieved in terms of quality, cost and time efficiency
Ensure the correct application of the PSA and TSA / HSE Agreement / Work Orders in HSE domain
QUALIFICATIONS / EXPERIENCE / SKILLS
Diploma: BA/MA degree in Petroleum Engineering or equivalent
Minimum 10 years’ experience in E&P Operations with professional experience including operations on site - International Experience recommended
Fluent in English, Azeri and Russian (spoken and written)
Be proactive, reliable, responsible and accurate with an attention to detail
Proficiency in MS Office applications in particular Power Point for presentations,
Personal Abilities: Leadership and strong listening / communication skills
Rigor and critical sense, open-minded, Problem Solving, Knowledge transfer, Planning/organizing/coordinating/controlling
Capacity to train newly recruited HSE personnel in Company
