General Planning and Construction Manager

Azerbaijan Tourism Board (ATB) is Azerbaijan’s national tourism organization. Job purpose:

Leads the work of “Construction & Planning” department, especially the budget, inventory, procurement, production schedule of construction projects. Creates planning studies and generates reports about new and existing programs, plans, and regulations. Reviews development proposals to ensure compliance with codes and regulations. Manages all general planning and construction issues for the project.

Duties:

• Develops processes to meet regulatory compliance for Planning and Construction;
• Prepares proposals and site plans in conformance with codes and national regulations;
• Acts as intermediary between community, developers, government entities, and business;
• Handles rezoning, site plans, special-use permits, and related materials;
• Take ownership of designated construction execution risks and drive them to acceptable levels;
• Control on delivery time of works done according to the approved plan;
• Submits interim and final reports to the leadership;
• Coordinates all processes, communication, accountabilities, and procedures associated with the project;
• Develops and monitors plan, time-table for execution of project and ensures effective monitoring and analyses of business objectives related to the project;
• Monitors and oversees Planning & Construction operations to provide complete, quality services with exceptional reliability and performance;
• Gathers relevant statistical data and drafts reports on issues such as demographic information, occupancy rates, and land use;
• Supervises other planning personnel, such as financial, legal and procurement consultants and developers;
• Sets goals, policies, and procedures for the project;
• Interprets and evaluates legal documents and relevant legislation to assess impact on the project;
• Provide thorough leadership and collaborate across businesses, functions, and regions to align strategy and direction.

Requirements:

• Technical or Engineering related education;
• 3 years’ work experience in the field;
• Substantial experience with effectively interfacing and working together with owner/ contractor engineering & construction personnel and with multi-discipline site teams;
• Experience with major projects preferred;
• License document for construction project implementation;
• Understanding of industry practices, processes, standards;
• Extensive knowledge of and ability to manage statistical analysis and financial modeling;
• Verbal and written communication skills in Azeri & English, including negotiation, presentation and influence;
• Excellent project management skills, including project structuring and managing multiple work streams independently;
• Strong leadership skills, including coaching, team-building, conflict resolution, and management.
