Job Position : HSE Lead
Function
Plans and initiates HSE activities, application and maintenance of HSE Project and BOS Shelf requirements throughout Project execution including fabrication , construction and commissioning processes,
Reporting Lines and Interactions
Reports to the Project Manager
Directly supervises HSE personnel
Key interactions with the HSE personnel ,construction supervision, maintenance supervision , , commissioning personnel , QA personnel ,Subcontractors and the Client
Responsibilities
- Promoting a professional image of the company and themselves at all times
- Ensuring that the Project HSE Management System is established, implemented and maintained through monitoring and inspection, providing back up HSE services to Project Management and Supervision
- Contributing in identifying and undertaking initiatives aimed at improving the efficiency and effectiveness of the Project HSE Management System
- To work with and support other team members as required, ensuring an effective and efficient
- Project HSE Management System is developed, implemented and delivered
- Planning , generating , implementation and monitoring HSE Plans and Procedures in accordance with BOS Shelf and client HSE Management System requirements
- Initiating HSE systems and documentation, Procedures, Risk assessments as necessary to suit the Project schedule . Generate and monitor application of Project Procedures, Work Instructions and Risk Assesments.to meet the Project schedule and HSE Requirements
- Develop Project Assurance Programmes/ Schedules and monitor implementation to ensure HSE Management Systems and Legislative and Local Governmental requirements are maintained.
- Generating and monitoring the application of HSE inspection routines and targets, monitoring and reporting of routines, targets and site inspection activities.
- Supervising , mentoring, coordinating and supporting personnel under his / her charge
- Ensuring Safety personnel under his/ her charge understand the risks/ hazards in the work place and the resultant mitigation measures
- Review/ audit and monitor Subcontractors' activities, operations and HSE Performance and liaise with Subcontractors regarding compliance with BOS Shelf HSE requirements. Reviewing / approving Subcontractor Procedures , Risk assessments .etc prior to commencement of work .
- Carry out analysis and trending of all HSE activities relating to operations , provide root cause analysis and remedial action .Coordinating and analysis of nonconformance / deficiency reports. Review statistics for prevention of incidents/ accidents and near misses
- Ensuring actions are formally registered in Action Tracking Registers and effectively tracked
- Ensuring applicable actions resulting from audits , inspections, observations etc are followed up for effective close out
- Generate and maintain HSE Improvement Plans ensuring improvements are implemented and maintained
- Compiling training material and conducting training sessions and lessons learned with respect to HSE activities, incidents , trends.
- Planning , coordinating and implementation of auditing programmes, tracking and close out of actions Resolution of Client HSE concerns
- Generate , implement and monitor KPI requirements and ensure resultant required improvements are maintained Lead and investigate incidents and accidents , provide reports and lessons learned
- Take an active part in Emergency situations , implement Emergency senarios to test effectiveness of emergency response and ensure emergency equipment and provisions are maintained
- Determine environmental impacts and aspects, implement actions plans and monitor any potential impact during work activities .
- Initiate and monitor application of Waste Management , Pollution Prevention and Spill Response activities. Manage Waste Management Activities in alignment with Client requirements.
- Liaison with BOS Shelf Doctors regarding Heath management activities, requirements and Emergency Response
Experience
- 5 years minimum work experience in HSE disciplines
- Experience in vessel conversions , structural and pipework fabrication, commissioning and testing
Qualifications
- NEBOSH qualification or similar
- ISO 14001 / OHSAS 18001 Auditor certification
- Root cause analysis
