Head of Automation and Instrumentation Department within Maintenance Department
Location: Qazax Sement Zavodu LLC, Qazax, Azerbaijan
Reporting line: Maintenance Manager / Electrical Maintenance Manager
OVERALL MISSION
Ensure completion of instrumentation, automization and control systems
maintenance jobs with the highest level of quality, safety and effectiveness at
minimum cost to maximize equipment availability
Embrace preventive and predictive maintenance practices, and contribute to their
improvement
Manage and motivate his team, ensures co‐ordination and co‐operation between his
and other departments.
MAIN ACTIVITIES / RESPONSIBILITIES
Is responsible for the execution and the quality of maintenance work to be carried
out on plant instrumentation and automation equipment and systems (hardware
and software), respecting budget, policies and deadlines
Can implement changes in the process control systems applied by programming the
relevant algorithms and train his staff to do so as well
Contributes in his field, to the development of working methods and definition of
procedures and ensures their implementation
Optimize maintenance operations, using best available tools and procedures to
maximize equipment availability
Ensure proper day‐to‐day scheduling of works and necessary resources; assign and
review work to be performed with the craftsmen
Ensure completion of major operations within schedule (e.g. yearly overhaul,
technical projects)
Ensure, upon completion of repairs, that equipment is in good operating condition,
ready to meet operational requirements, fully inspected, tested, clean and safe
Provide reporting on repair jobs including consumption of materials, specific tools,
manhours and skills and fills equipment history files
Take adequate actions when incidents related to instrumentation and automation
occur
Participate in the 3‐year investment plan
Manage his team, define the missions and objectives, carry out their performance
reviews, promote the quality of the work, motivate his personnel, facilitate
communication and relationships (regular department meetings, reports to the
hierarchy)
Ensure on‐going skills enhancement of his team’s employees, helping the
development and implementation of training plans. Coach his team’s employees
Define his department’s needs for budgeting and negotiate them with his manager
Keep himself informed of general plant practices to ensure “on‐call” duty.
Ensure working conditions and safety at work
Ensure and controls quality of maintenance jobs from subcontractors

PERFORMANCE CRITERIA
Financial performance:
o Actual costs versus budgeted costs.
Technical performance:
o Reliability, especially raw mill, clinker line and cement mills, packing and
palletizing lines as well as all other electrical and mechanical equipment
failure rate
o Mean time between failures (MTBF)
o Planned maintenance activities versus unplanned maintenance activities
Maintenance Practices
o Compliance to international and national industry standards and norms as
well as exceeding company rules and regulations
o Percentage of Best Practices implemented
Frequency and severity rate if accidents of maintenance personnel and contractors
Maximum reactivity in case of technical incident
PROFILE OF NECESSARY COMPETENCIES /SKILLS
Educational background & Experience
Certified electrical and automation engineer with at least 5 years of experience as
automation engineer in heavy industry complexes such as mining, mineral
processing, chemical or metallurgical productions preferably in former CIS country
operations under international supervision
Serious experience in automation engineering and programming language.
Languages (min level)
English: fluent
Russian: fluent
Azerbaijan: intermediate
Technical skills
Cement Plant automation system control and maintenance including:
Siemens S7‐200, Siemens S7‐300 and Siemens S7‐400 PLC Stations around the plant,
transferring data via Profibus, Modbus Interfaces.
Multiple Simatic Local HMI touch panels.
Redundant Realtime servers with Siemens PCS7 package, CAS server, Engineer
Station, Decentralized Operator workstations.
Software: Simatic S7, MicroWin, WinCC, WinCC Flexible
Performing Online changes to PLC program logic to improve the plant production.
Software, Hardware and PLC logic troubleshooting.
Providing Security of all private information and data in local area network.
Performing all needed backup of PLC programs, Software, Databases.
Performing reports.
Knowledge of instrumentation and control systems (hardware and software).
Process knowledge in cement process technology or similar
Knowledge of hydraulic, pneumatic and motor circuits
Knowledge in electricity and electronics
