Role synopsis

We are looking for Offshore Safety Advisors to work on a forthcoming shutdown in the Caspian Sea, Azerbaijan. The outage will be from early September 2018 thorough to late January 2019 and will be on a 4/4 week rotation.
Preference will be given to local Azeri candidates.

Key Responsibilities

• Ensure the HSE Interface document between the client and PD&MS is adhered to and complied with
• Provide HSE direction and support site personnel on Safety, Health, Environmental and Welfare matters
• Participate in hazard recognition and toolbox talks ensuring controls are communicated to the workforce. If the client hazard identification as part of the task based risk assessment is deemed insufficient then carry out completion of PD&MS process
• Prepare safety presentations for use at HSE meetings
• Participate in daily pre-shift progress meeting with the workforce
• Ensure HAVS certificates are completed, filed and forwarded to the relevant PD&MS contact for recording
• Coordinate HSE activities related to the project scope of work
• Drive implementation of project HSE Objectives
• Ensure all personnel actively participate in client HSE observation scheme whilst on site
• Monitor COSHH assessments and MSDA for chemicals and substances being use on site
• Monitor and provide advice on appropriate PPE for each task in line with Risk Assessment
• Monitor HSE Performance of Subcontractors and ensure PD&MS HSE Contractual and other relevant requirements are satisfied adequately
• Participate and advise upon the production of written method statements, risk assessments and HSE rules and on the arrangements to bring these to the attention of the workforce
• Assist with investigation of accidents, incidents (including "near misses") and dangerous occurrences and make recommendations to prevent recurrence ensuring accurate recording and communication in line with PD&MS processes
• Conduct HSE audits, inspections, participate in permit audits and conduct active monitoring of PD&MS / Client or other worksites
• Provide safety statistics, TOFS and active monitoring information for inclusion in Daily Report
• Provide HSE update at morning calls
• Assist with raising ISSOW / PTW
• Carry out regular HSE site / area inspections, ensuring areas are maintained at a reasonable level
• Responsible for liaison with the clients HSE team
• Responsible for reporting HSE performance and progress to relevant internal personnel as well as Clients Contract Accountable Manager and HSE Manager
• Remain up to date with new legislation, regulations and codes of practice of industry standard
• Responsible for ensuring professional development is maintained and identified competency requirements are undertaken in a timely manner
• Adherence to the company integrated management system
• Compliance with quality assurance, health and safety and environmental policies
• Demonstrate and promote PD&MS QHSE principles and lead by example
• Ensure unsafe activities are challenged
• Adherence to the requirements of the best practice standards recommendations and processes in the undertaking of duties, in particular, risk assessment and control, reliability and failure prevention necessary to ensure the safe design, provision and use of tools, equipment and systems
• Demonstrate and promote PD&MS values and lead by example

Essential qualifications and experience

• NEBOSH General Certificate in Health and Safety or equivalent
• Previous experience in a similar offshore role
• Time Served / Modern Apprenticeship approved by City & Guilds or HNC or recognised technical qualification approved by an appropriate awarding body
• Knowledge of HSE Legislation, Codes and Standards
• Demonstrable experience of delivering a safe operation in the work environment
• Demonstrable experience in conducting Audits and Investigations including Permit to Work
• Demonstrable experience of training of others in HSE best practice
• Competent in the use of MS Office Applications
• Excellent written and spoken English
• Previous offshore experience
• BOSIET / FOET with CA-EBS
• MIST
