PD&MS Group has UK operations in Aberdeen, Dundee, and Great Yarmouth, and international offices in Azerbaijan and Brazil.

Role synopsis

In order to support ongoing work in the region, PD&MS Group are looking for an experienced Construction Delivery Lead to join the team based in Baku, Azerbaijan. Candidates should have previous demonstrable experience in construction activity both onshore and offshore.

Preference will be given to citizens of Azerbaijan.

Key Responsibilities

Reporting to the Country Manager the successful candidate will be required undertake the following tasks:

• Ensure all subcontract construction operations are carried out efficiently and safely
• Management of onshore and offshore construction supervision / resources from a leadership perspective, and resource allocation/ planning perspective
• Completion of one onshore site visit (to the onshore storage base) and one offshore visit (to either East Azeri, West Chirag or Chirag platforms) per quarter to assess performance of PD&MS individuals, and have them feel a PD&MS management presence.  Attitude towards safety and sound working practices should be assessed as far as possible, and to remind employees of minimum PD&MS expectations.  Liaison should take place with the local site management to gain feedback on PD&MS performance.
• Liaison with onshore Workpack Engineers and Close-out Coordinators
• Liaising with PRP and / or client representative to gain full understanding of scope of work
• Ensure accurate and timely reporting and planning of construction department activities
• Establish and implement construction meetings whether internally or externally at Client premises and ensure their frequency and repetition
• Responsible for coordination and monitoring of all construction supervisors, trades and subcontractors
• Ensure all construction personnel are aware of / implement safe working practices / procedures and are provided with a safe working environment
• Ensure that all project / company HSE goals are achieved and where possible exceeded
• Deliver a high standard of work ensuring a consistent and efficient approach is implemented at all times
• Implementation of a continuous improvement philosophy across the function, delivering best practices at all times; capturing lessons learned and ensuring these are captured within the Company system
• Management, support and development of personnel
• Management of plant and equipment
• Understanding and positively reacting to Client needs in an expedient and proactive manner
• Liaise with Client Focal Points offshore and Department Heads as required
• Responsible for ensuring professional development is maintained and identified competency requirements are undertaken in a timely manner
• Adherence to the company integrated management system
• Compliance with quality assurance, health and safety and environmental policies
• Demonstrate and promote PD&MS QHSE principles and lead by example
• Ensure unsafe activities are challenged, and reporting of poor and good safety behaviour is undertaken by construction team members
• Adherence to the requirements of the best practice standards recommendations and processes in the undertaking of duties, in particular, risk assessment and control, constructability input to design development and design review, provision and use of tools, equipment and systems
• Demonstrate and promote PD&MS values and lead by example
• Ensure direct report performance reviews are carried out within the required timescales
• Assurance of competence of personnel under Construction Delivery Lead (Baku) control.  Identification of personnel shortfalls and submission of proposal to Country Manager for solutions such as training, coaching or other measures
• Assist with training and development of others as required who are not under direct control
• Ensure all supervised personnel are aware of continuous improvement issues of new technology
• Development of Training Plans for direct report Azeri National resources, and regular monitoring of performance against the Training Plan.

Essential qualifications and experience

• Time Served / Modern Apprenticeship approved by City & Guilds or HNC or recognised technical qualification approved by an appropriate awarding body
• IOSH Managing Safely in the Engineering Construction Industry (SMTD Module 4)
• GOC Foundation
• Experience in managing and developing others
• Thorough knowledge of offshore construction engineering requirements, practices, planning, reporting tools and commissioning
• Previous experience in a similar role
• Significant experience in an offshore Project, Construction and/or Management role
• Understanding of interfaces between various engineering disciplines, and link to Construction
• Thorough knowledge and understanding of relevant oil & gas industry codes and standards, and Construction legislation / practices
• Good understanding of drilling operations and maintenance activities
• Good understanding of drilling rig equipment and systems
• Survival BOSIET / FOET with CA-EBS
• MIST
• Excellent written and spoken English
