POSITION: QUALITY C/A & HSE ENGINEER

POSITION SUMMARY

Quality C/A & HSE Engineer provide the overall supervision and administration of Borusan CAT Azerbaijan safety and maintain a safe and healthy work environment for all employees. QC/A & HSE Engineer will proactively take ownership and influence decisions for the development and continued improvement of safety and health programs and processes at the Borusan CAT Azerbaijan. QC/A & HSE Engineer will coordinate company safety efforts to prevent accidents and injuries while communicating details of company safety conditions to Country Manager. 

MAIN RESPONSIBILITIES

Quality C/A Management:

• To regularly monitor relevant regulations and update related management documents on time;
• To perform quality analysis and quality investigation;
• To monitor the alignment of processes with CAT requirements;
• To contribute towards achieving company’s objectives and better Customer Satisfaction.

HSE Management:

• To develop, implement and support safety and health policies, procedures and programs;
• To inspect working conditions to ensure compliance with regulatory requirements and safe work practices;
• To interact with supervision, technicians, and office staff to ensure a consistent understanding of both regulatory and site requirements;
• To inspect specified areas for fire-prevention equipment, first-aid supplies, and other safety devices;
• To observe employees to determine appropriate use of prescribed safety equipment, such as glasses, helmets, goggles, respirators, and clothing;
• To document all accidents, safety violations, unsafe conditions or behavior;
• To adapt to the situation at hand and be able to recommend solutions. Able to identify safety issues, develop an action plan to address issues, execute the plan and evaluate success of the program;
• To establish measurable objectives, monitor performance and track progress;
• To conduct weekly safety meetings with workers to instruct them on safety practices and requirements;
• To coordinate and conduct regular HSE training and orientation as required;
• To participate in HSE internal & external audits and push correct action taking; to raise an alert and veto when necessary;
• To prepare daily report of findings with recommendations for corrective action;
• To complete quarterly and yearly HSE report with Borusan CAT HSE reporting system on time;
• To keep register of all lifting equipment such as cranes, slings and arrange timely tests/inspections;
• To able prepare lifting plans and lifting related procedures;
• To monitor installed on service and office vehicles GPS monitoring system and provide analysis and violation investigation reports;
• To keep register of working tools such as torque wrenches, pressure and temperature test equipment and arrange timely tests and calibrations.

REQUIRED QUALIFICATIONS

• Bachelor Degree in Science/Engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems or, at least 3 years of equivalent work experience;
• In depth knowledge of legislation (e.g. OSHA/EPA) and procedures; establish a HSE Management System that is compliant with OHSAS 18001:2007 and ISO 14001:2004 requirements;
• Training and certificates in occupational health and safety
• Strong verbal and written communication skills;
• Experience in writing reports and policies for health and safety
• Proficient in MS Office (working knowledge of safety management information systems is preferred)
• Outstanding organizational skills
• Work with different levels of the site organization including hourly technicians, first-line organization, engineers and site and HSE functional management personnel.
