Position of Digital Financial Services Specialist

The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people’s lives. In addition to its investment work, IFC in Europe and Central Asia (ECA) and Middle East and North Africa (MENA), through the Advisory Services (AS) executes a major donor-funded program of private sector technical assistance in Russia, Ukraine, Belarus, Central Asia, the Caucasus, the Balkans and countries of MENA region.

The Electronic and Digital Financial Services Project is a part of the regional program for development in Central Asia (Kyrgyz Republic and Tajikistan) and Azerbaijan (EDFS ACA) aiming to foster the inclusion of unbanked and under-banked population as well as remittances flows into the formal financial systems through the establishment of effective and sustainable electronic and digital financial services in the countries
WBG is seeking to recruit a short-term consultant (STC) to support the implementation of a EDFS project in Azerbaijan. The consultant will have the following duties and responsibilities:

SCOPE OF WORK

∙ Project management support – assist in the preparation and logistical planning for various events (e.g. workshops, missions), support the definition and implementation of training sessions and process payments to providers.
∙ Provide input to project documents and support the production and dissemination of documents as needed. Review technical documents as regards mobile financial services in the country (regulations, academic publications, market research, terms of reference).
∙ Relationship management with mobile financial services ecosystem (banks, mobile network operators, regulator, third party providers, donors). Develop and maintain extensive contacts database. Facilitate organization of work session and meetings with ecosystem partners.
∙ Market intelligence – update team on regulatory and market developments, main industry trends and perform analysis as requested. Produce a periodic report on industry developments, new products launch, and new communication/promotion campaigns.
∙ Track project performance indicators against the monitoring and evaluation plan. Support project financial management (budget expenditures vs. budget allocation).
∙ Identify potential opportunity areas in mobile financial services for the project.
∙ Assist the program management in any other duties that may be required. Put together a periodic project report in order to provide the team with visibility on micro tasks and overall project status.

APPLICANT REQUIREMENTS

The successful applicant will have:
∙ 3-5 years of professional experience in development finance or mobile financial services.
∙ Knowledge of the country private sector and in-depth understanding of the country context.
∙ Understanding of quantitative and qualitative research methodologies.
∙ Experience in working with development finance institutions (DFIs) and a range of key stakeholders including the private sector, government and international donors.
∙ Exceptional relationship and inter-personal skills.
∙ Excellent oral and written Russian, Azerbaijani and preferably English language skills. Proficient Word, Office, Excel, Power Point skills.
∙ A can-do and collaborative mindset and hands on personality – comfort with the ambiguities and demands of a rapidly evolving environment.

PERIOD OF PERFORMANCE AND DELIVERABLES

• The Consultant will work offsite and onsite as per a mutually agreed work plan.
• Start of the contract period: September 15, 2017; end of the period: December 15, 2017.
