TERMS OF REFERENCE (TOR) FOR AGRICULTURE SPECIALIST

IFC EASTERN EUROPEAN AGRI ACCESS TO FINANCE PROJECT

A. PROJECT BACKGROUND AND OBJECTIVES

The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty. IFC also executes a major donor-funded program of private sector advisory work in Eastern Europe, Central Asia and the Caucasus. The objectives of the program are to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business enabling environment.

IFC Eastern European Agri Access to Finance Project (EE Agri A2F) supports local banks to develop and/or improve lending to actors in the agribusiness value chain as part of a comprehensive agribusiness banking strategy. The ultimate goal of the Project is to improve (a) access to finance, and (b) productivity and access to markets for farmers/producers of supply chains in Eastern European countries including Azerbaijan.
EE Agri A2F created various products and approaches (tools/developments and methodologies) for agri-banking, which are successfully used in Ukraine and other countries to improve agri-lending and A2F expansion. Particularly, EE Agri A2F has developed an agri/crop and profitability matrix (CLARA) for agricultural financing and agri-leasing. CLARA will be used in Azerbaijan but some adaptation to Azerbaijan crops is required, therefore some local agri specific knowledge will be necessary i.e.:

• Detailed crop plans for targeted Azerbaijan crops,
• All typical agri equipment being used in Azerbaijan.

B. SCOPE OF WORK

The Consultant will provide support to EE Agri A2F team to develop detailed typical crop plans in a special format that is used in CLARA. The Consultant will also engage with expert agronomists and agri-economists with experience relevant to the whole country and collaborate with the Project team’s specialists. The consultant will also conduct analyses of agricultural sector in Azerbaijan through internet and other available sources.   
The Consultant will compile relevant information regarding the specifications, analysis of agro-techniques and processing of agricultural products, calculations concerning application of fertilizers norms, detail labor types and costs for targeted crops and will have to account for the following factors of crop production:

• Country’s agri-climatic zones/ soil types;
• Irrigated/ non-irrigated land;
• Common land tillage types;
• Seasonality in production e.g. annual dry- and wet-season period
• Typical crop plan for each crop, showing dependence on agri-climatic zone, soil type, season, tillage type, irrigation, yield level, and listing all field operations and operations at the farm to grow the crop, and their normal start and end dates;
• Details on each operation, in particular manual or mechanized, productivity per shift, number of workers needed, type of equipment used;
• Labor cost data based on categories of workers;
• Equipment data with types of equipment, its productivity and fuel consumption;
• Inputs usage plan for each crop, showing volume of seeds, fertilizers and plant protection agents needed to grow the crop depending on agri-climatic zone, soil type, season, tillage type, irrigation, and target yield level.
• Other tasks and duties as required: the TOR may be adjusted to meet the Project‘s requirements.

C. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT

The Consultant shall submit report in writing and information in Russian language containing the following:
• Detailed crop plans for targeted Azerbaijan crops,
• All typical agri equipment being used in Azerbaijan,
• Report on work completed covering above-mentioned tasks.

Delivery schedule: All deliverables will be submitted within 45 working days from the day of appointment.
Acceptance criteria for the deliverables: the data should be presented in electronic format acceptable to IFC (Microsoft Excel, Word).

D. SPECIFIC INPUTS TO BE PRESENTED BY THE CLIENT

IFC will provide templates in Microsoft Excel as well as instructions about them and expectations.

E. SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIA

Requirements/Qualifications for a consultant:

• Practical expertise in agronomy and agri-economics relevant to the whole country and multiple crops;
• University degree in agricultural  field;
• Experienced user of MS Excel and Word;
• Experience in agricultural data collection and analysis;
• Demonstrated ability to set priorities and to work with minimum supervision in order to meet changing deadlines;
• Fluency in Azerbaijani and Russian languages; excellent writing, presentation and communications skills in these languages.
• Fluency in English is preferable, but not obligatory.
